摘 要
供应链管理对企业的竞争优势有着举足轻重的作用,而在 D 公
司最近五个季度的采购供应链管理中,服务器供应缺货严重,影响
总体生产的最主要因素为机箱组件,为其制定供应链策略势在必
行。为了系统地解决实际存在的问题,本文展开研究,以期明确机
箱采购供应管理中的各个角色及其责任,保证生产的正常进行

论文首先分析了 D 公司的采购运营模式,对历史数据进行挖
掘,并多次访问其供应链管理团队,以探寻数据以外的更多内容和
问题,总结出主要问题在于供应不足或缺货严重、供应周期长、管
理工作复杂、由原料和劳动力造成的持续生产能力不稳定等方面,
继而剖析出问题发生的原因在于需求预测不准确、产品结构复杂、
产品退市期管理困难、产品运输灵活性低、劳动力短缺等。课题依
此提出针对性改善决策,包括增加运输灵活性和柔性、验证和调整
安全库存以应对需求的波动、建立物料和供应商管理机制、设立大
订单沟通流程、保障充足生产劳动力和建立产品退市期提前供应流
程等方案。最终制定出每个方案的具体实施策略,以减少服务器机
箱的缺货量并降低供应链管理工作的难度和复杂性

经模拟和预测,本文最终所提出的策略方案可以有效地解决 D
公司目前存在的实际问题。研究过程中采用的问题解决七步法、安
全库存模型和 RACI 模型,以及制定出的服务器机箱供应链策略对类
似产品和同领域相关研究都具有借鉴意义

ABSTRACT
Supply chain management plays important role for every company’s
competitiveness. Company D faces serious issues due to insufficient server
supply. It’s imperative to formulate supply chain strategy for chassis
component which is key constraint component for server production. To
solve the problems, this paper focuses on the research of clarifying supply
chain roles and their responsibilities aiming at sustainable server production.
The subject firstly analyzed operations models and historical data. Also
found more issues by visiting supply chain management team. The main
problems are serious shortages and supply disruptions, long lead time,
complex supply management, and instable production capacity due to
insufficient labor and raw material constraints etc. After deep dive, root
causes are identified as inaccurate forecast, product mix, and difficult
management of product for end of life, low transportation flexibility, and
labor shortages. Based on these, this research proposed strategic actions
including transportation flexibility enhancement, safety stock optimization,
mechanism setting for material and supplier management, large order
communication process, labor supportability and early supply process
establishment. Specific action plans and implementing details are finally
formulated to minimize supply shortage of server chassis and to mitigate
complexity in supply chain procurement.
By simulation and prediction, the proposed strategy will solve current
problems effectively for company D. The strategy, also seven steps
methodology, safety stock model and RACI model used in this research, have
remarkable reference significance for similar products or within the industry.
