本文以企业战略管理理论为基础,运用战略管理工具 SWOT 以及波特五力模
型,以山东省建设监理咨询有限公司(以下简称“山东监理公司”)为例,通过
对其发展状况、内外部环境以及存在的问题进行分析,找出企业的优势、劣势
及核心竞争力之所在。通过对供应商的讨价还价能力、购买者的讨价还价能力、
潜在进入者的能力、替代品的替代能力、行业内竞争者的竞争能力五个方面对
工程监理的行业环境进行分析,总结出山东监理公司发展的战略目标和所采取
的竞争战略对策,引导企业逐步在监理机构管理模式、人力资源管理以及服务
技术能力方面形成差异化竞争优势,让企业具有更强的抗风险能力和市场竞争
能力,实现企业可持续发展目标。

In recent years, under the big background of depressed global economy,
Chinese economy maintains steady and rapid development. Construction industry
still develops quickly and construction supervision industry also has great
development. Meanwhile, in order to avoid the unbalanced economic development
and restrain inflation, China enhances the adjustment degree of economic structure,
and carries out strict macro control on real estate industry and some infrastructural
fields. When the construction industry is attacked, most construction supervision
enterprises, engaging in house construction and municipal engineering supervision,
have declined businesses. The market competition becomes fiercer and talents are
lost more. All of these situations lead to higher requirements on the development of
construction supervision enterprises. How to realize the sustainable development of
enterprises and formulate practical and feasible development strategies become the
urgent problem to be solved by construction supervision enterprises at present.
Based on enterprise strategic management theory, by means of strategic
management tools (SWOT and Porter’s Five Forces Model), taking Shandong
Province Project Management Consulting Co., Ltd. (hereinafter referred to
Shandong Supervision Company) for example, the development situation, internal
and external environment, and existing problems are analyzed to find the strengths,
weaknesses, and core competitiveness of the enterprises. The industrial environment
of the construction supervision is analyzed from 5 aspects including suppliers’
bargaining ability, buyers’ bargaining ability, potential entrants’ ability, substitutes’
substituting ability, and industrial competitors’ competiveness. Thus, the strategic
objective and competitive strategies of Shandong Supervision Company are
summarized, which guide the enterprise to gradually form differentiated competitive
strength in management mode, human resources management, and service
technology ability of the supervision institution. In this way, the company has
stronger risk resistance and market competitiveness to realize the objective of
sustainable development.
