但是煤矿安全生产管理工作具有长期性和复杂性的特点，目前，影响安全生产的
深层次矛盾和问题尚未根本解决，安全生产形势依然比较严峻。
本课题重点是对柴里煤矿这个具有 40 多年煤炭开采历史的国有煤炭企业在
安全管理上的做法进行研究和探析，并且通过对煤矿安全生产管理的阐述、分析
和案例证明等手段，对煤矿“安全力”建设提出建设性意见并进行了系统研究。
另外，由于该矿开采年限长，历史遗留问题多，人员多、摊子大，与我国多数煤
炭企业具有很多共同点，因此本研究成果也可以为全国其他同类煤矿企业提供参
考借鉴。
关键词：柴里煤矿 “安全力”建设胡锦涛在党的十六届五中全会讲话中，把安全发展与节约发展、清洁发展、可持续发展提到同等重要位
置，给安全生产以更加科学的定位。
ABSTRACT
Presently，the supervisory work of the coal mine safety in production is highly
taken the Party Committee and the State Council’s notice, exspecially since the16th
Party Congress. the Party Committee ,leading by Hu Jintao,adopted a series of
significant actions for the enhancement of safety in production, proposed the guiding
principle of ‘safe development’, including the demand for making a sound Safety
supervision system, strengthening the construction of the legal system of safety in
production, ascertaining the production safety responsibility systemand the
management and so on.It has caused our country's situation of production safety to
present the good aspect with the overall stable.But because of the feature, which
contains long-term and the complex, of the coal mine safety production management
work, the contradiction that affects the safety in production on the deep level is not
yet absolutely solved, the situation of the safety in production is still stern．
The key point of this topic is about the safety management in ChaiLi coal mine
owned by state,which has more than 40 year coal mining history.Basing on the
research and analysis，it carries out some important advice and makes a systemic
explanation for the construction of the security force research. Moreover，as the
majority coal mine enterprises of our state has the same situation as Chaili coal
mine ,such as problems left over by history , a large number of staff, widespread
scaleand so on.it would be a great help for them.
