本文在厘清应急管理概念、系统阐释应急管理特点及过程的基础上,对广晟公司应
急管理体制、以及运行机制、以及存在的不足等进行深入的剖析,并从企业应急管理机
制、应急决策机制、信息传播机制、监督评估机制入手,提出针对性的改进和完善措施,
试图探索符合现代企业应急管理发展要求的企业应急管理方式和运行模式,从根本上逐
步解决目前企业在应急管理机制中存在的和将来可能出现的各种重大问题。通过运行科
学规范的应急管理体系,最终实现企业的平安和谐,企业员工共享改革发展成果,为国
家发展、社会的和谐做出每一个企业应尽的义务。

At present, our social economy is going through the transition period of rapid
development and change. Guangdong Rising Assets Management Co., Ltd. (GRAMCL) is a
state-owned company approved by the Guangdong provincial government regulated by
Guangdong Province State-Owned Assets Supervision and Administration Commission.
Under the guidance of Guangdong provincial government, the emergency management
condition of GRAMCL is stable on the whole in recent years. However, influenced by factors
such as reorganization and transformation of state-owned enterprises, GRAML is still during
a long period of more and more emergencies. What’s more, the potential influence and loss
will become larger and the manipulation of them will also be increasingly difficult.
The current thesis first introduces the concept of emergency management and its
characteristics, then analyzes emergency management system, operation mechanism and their
demerits and proposes the countermeasures from the angle of emergency management
mechanism, emergency decision mechanism, information dissemination mechanism, and
supervision and assessment mechanism. The thesis tries to explore enterprise emergency
management styles and operation mode so as to solve step by step the present problems and
possible future problems in enterprise emergency management mechanism. By running
scientific and standardized emergency management mechanism, the thesis aims to realize the
security and harmony of enterprises and employees’ sharing results of reform and
development so that every enterprise can perform its duty to the country development and
social harmony.
