制药行业关乎人类的健康和生命,在国民经济和社会发展中扮演着非常重要的角
色。在制药行业的快速扩展进程中,由于很多技术人才的缺乏和经验不足,导致安全生
产事故频发。其中不乏重、特大事故,给国家形象、国民经济正常有序发展、人民的生
命财产安全、环境保护等造成了重大的影响。2000年前后国内很多企业都陆续建立并推
行EHS管理系统,然而诸多企业在实施EHS管理系统后,其效果没有达到企业的期望,
EHS绩效没有得到明显的提高。如何来判断一个EHS管理系统是否有效,以及使用什
么样的评价方法等都存在争论。
R公司为世界500强中列前200位跨国公司,在制药行业具有举足轻重的位置,在
很多领域都是具有领导地位。2010年R公司开始建立并推行了 EHS管理系统。经过近
四年的运行和持续改进,EHS绩效取得了长足的进步。本文通过研究R公司在中国研
发中心建立及贯彻EHS管理系统的做法,分析R公司EHS管理系统在实施过程中存
在的缺失或不足,并为企业提出改进建议。进而能够为中国国内的制药企业的安全管理
系统的提升以及存在问题的分析提供有效借鉴。

Research on EHS Manage of R Corporation
ABSTRACT
The pharmaceutical industry, concerning human being's health and life to a great extent,
is now playing a rather significant role in the development of domestic economy and society.
With the rapid and steady development of domestic economy and people stepping into the
welloff society, the purchasing power on pharmaceutical products is enhancing owing to the
upward trends of disposable income. On one aspect,global pharmaceutical magnates are now
entering the gigantic market of China one after another. And on the other hand, huge amounts
of money and labor have been invested by domestic pharmaceutical companies and civil
capitals to enlarge the productivity and to recruit senior innovation team in the researching
process of new drugs. As the pharmaceutical industry expands rapidly, lack of specialized
skilled staff and relevant experience led to the frequent occur of industrial accidents. There is
no lack of major and even serious accidents, which have brought severe bad impact to the
nation's image, the steady and orderly development of domestic economy and the security of
the people's lives and property as well as environmental conservation. Many enterprises have
founded and put into event the EHS management system around the year of 2000. But
unfortunately, the outcome after the implementation of such an EHS management system did
not meet the initial expectation, namely the performance of EHS was not improved obviously.
There came the question, in which manner can we determine an EHS system effective or not*
And what kind of assessment manner to be applied is also another issue that concerns. The R
company ranks top 200 among the top 500 enterprises worldwide and is a power to be
reckoned on in the field of pharmaceutical industry and still has a dominate position in
various areas. The year of 2010 witnessed the foundation and implementation of EHS
management system in R Corporation which has obtained significant progress in the past 4
years.
This thesis,to explore R corporation build up and implement EHS management system
and achieve good performance, and analysis some gaps and inefficiencies on the process,also
make recommendations on improve EHS and correct them, meanwhile provides China
pharmaceutical industrial enterprise's EHS management as reference and evidence, to help
them to build up faster and stronger in future.
