本文旨在针对SY市政府融资平台的运营状况和特点,对SY市政府融资平台的出

资设立情况、职能、特征等等进行详细的分析,再通过对某一具有代表性商业银行对

SY市政府融资平台发放贷款的状况,将SY市政府融资平台的贷款项目划分为三类,

即:因承担公益性项目建设举借、主要依靠财政性资金偿还的贷款项目;因承担公益性

项目建设举借、项目本身有稳定经营性收入并主要依靠自身收益偿还的贷款项目;因承

担非公益性项目建设举借的贷款项目。根据各类贷款项目的基本特点,结合融资平台及

贷款项目的基本条件和财务情况进行详细分析,归纳出各类贷款项目存在的风险点,进

而对SY市政府融资平台贷款风险出现的原因进行深入剖析,并提出相应的防范和化解

SY市政府融资平台贷款风险的建议和对策。

Abstract

Analysis and Resolution of SY Government

Financing Platforms Loan Risk

Abstract

This paper bases on the conditions of SY government financing platforms, including

establishment and characteristic conditions and so on. The article divides the loan projects

into 3 types by according to the management and the most typically commercial band loan

status of SY government financing platforms. The three types include unprofitable public

service projects, profitable public service projects and non-public service projects. Then the

article analyses the financing platforms conditions, loan projects circumstances and financial

reports. The paper finds out the risk points and the reasons, and finally offers the suggestions

of resolving the loan risk of SY government financing platform.
