邓小平也曾指出:“打仗有多种手段,包括后勤,搞后勤也是为了打仗”。1953年毛泽东在给后

勤学院的训词中强调:“对于现代的军队,组织良好的后方勤务工作有极其重要的意义”。江泽民同

志曾指出:“科学管理是兴国之道,也是兴军之道。”以上这些重要指示均深刻的表明了加强后勤管

理尤其是给养管理对军队建设的特殊作用。先进的、现代化的给养管理是现代军队打赢现代技术特

别是高技术条件下的局部战争的重要保证。

本文在前人研究的理论成果和占有大量资料的基础上,立足新疆的实际,以科学发展观为

指导,对驻疆部队给养现代化建设问题进行了研究。本文共有七个部分:第一,对军需给养管理现

代化建设的背景,研究意义,相关研究和研究方法进行阐述,并提出完善的研究思路与框架;第二,

军需给养管理现代化建设的概念界定与理论基础。对军需给养管理现代化建设的相关概念进行界定,

分析军需给养管理的特征,探求相关的理论基础;第三,驻疆部队军需给养现代化建设管理发展现

状及存在的问题。分析驻疆军需给养管理的发展现状与特点,从军需给养管理的多个不同方面出发,

力图对驻疆部队军需给养管理中存在的问题进行深入的剖析;第四,影响驻疆部队军需给养管理现

代化建设的因素分析。分别从自然地理和社会两大方面明确了驻疆部队军需给养管理现代化建设的

影响因素;第五,驻疆部队军需给养管理现代化建设构想,从管理学角度,提出了驻疆部队军需给

养管理现代化建设的目标、构想;第六,分析提升驻疆部队军需给养管理现代化建设水平的对策建

议。在分析现状总结问题的基础上,提出了几点具体对策建议;第七,研究结论与展望。总结研究

中获得的主要结论,并对有待进一步研究的问题进行简要描述。

本文通过分析得出以下认识:目前驻疆部队军需给养管理的现实状况是,一方面经费相当

紧张,部队有许多实际困难急需解决;管理松懈,铺张浪费现象还相当严重,存在管理失控问题;

而另一方面,驻疆部队后勤建设走的是一条数量规模型、人力密集型的路子,科技含量和质量、效

能较低,严重制约着给养效益的提高。因此,加强对于驻疆部队军需给养管理现代化建设以及如何

提高给养管理现代化建设水平的研究是必要且迫切的。

Abstract

Deng Xiaoping once said: “fighting has a variety of means, including logistics, which is trying to fight

a war too. In 1953,Mao Zedong to Logistics College precepts stressed: it is very important to have good

rear service work for the modern army,’. Comrade Jiang Zemin pointed out: the scientific management of

the developing country is also a way of developing the army. These important instructions are all

profound that strengthening logistics management especially the catering management plays a special role

to army building. Advanced, modern catering management is an important guarantee to win the modern

technology war especially the local war under high technology condition for the modern army.

In this paper, based on the theoretical results of previous studies and possession of large amounts of

data and statistics, keep a foothold on the actual Xinjiang, the guidance of scientific concept of

development, to study the catering modernization of Sinkiang army. This paper consists of seven parts:

first, describe the modernization construction background, research significance, related research and

research methods, and put forward the research ideas and perfect framework; second, defining the

concept of catering management modernization and theoretical basis. Defining the relevant concepts of

catering management modernization, analyzing of the characteristics of military catering management and

exploring the relevant theoretical basis; third, the present situation and the questions existing the catering

management of the Sinkiang army. Analyzing the present situation and the questions existing the catering

management of the Sinkiang army,and trying to have a deep analysis on the catering management; fourth,

the history and current situation of catering management modernization. To find the Significance of

catering management modernization, introduce the general situation of catering management

modernization in our country, deeply research the development history and present situation of catering

management modernization construction in Sinkiang army; fifth, analyzes the specific problems of

catering management modernization and puts forward some countermeasures and suggestions. In the

analysis of the problems, it puts forward the goals,ideas and suggestions in Sinkiang army catering

management modernization; Seventh, conclusions and prospecting. Summarize the main conclusions from

the research, and briefly describe the problems to be further studied.

Through analysis, this paper come to the following understanding:from two aspects this paper studies

the present situation in Sinkiang army of catering management,one side,the funds is very tight and troops

have many practical difficulties to be solved urgently; lax management and waste phenomenon is quite

serious;on the other side, logistic construction is taking a number model、manpower intensive way and

technology content、 quality and efficiency is low,which is seriously restricts the provision efficiency.

Therefore, strengthening the catreing management modernization and how to improve the modernization

level of catering management is necessary and urgent for Sinkiang army.
