摘要

当前,人才资源已成为最重要的战略资源,实施人才战略已成为加快师市经济和社

会事业发展,推进农业产业化、新型工业化和提高城镇化水平的前提和关键。

本文以师市人才资源的形成发展历史为基础,针对师市存在着人才结构以及分布不

合理,人才引进资金以及高层次人才严重匮乏,人才资源幵发管理机制不完善等问题,

用SWOT分析法对第一师阿拉尔市人才发展战略进行了全面深入的分析,总结师市人

才发展的经验和教训,提出了师市人才发展的五大战略:即实施人力资本投资优先战略、

完善制度化的人才使用机制战略、人才价值实现战略、人力资源整体开发战略和完善人

才管理制度战略。

为了确保上述人才战略得以顺利实施,本文提出以下具体保障措施:树立科学的人

才观;深化人事制度改革,推动人才管理体制创新;强化教育培训,加强人力资源开发

建设;不断探索新途径,加快高层次人才队伍建设;优化人才发展环境提髙对人才的吸

引力等观念、制度、机制、渠道,对于促进师市进一步做好人才资源的开发和管理工作

具有重要的参考价值。

At present, human resources have become the most important strategic resources,

implementing the strategy of talent has become the division of economic and social

development, promote the industrialization of agriculture, industrialization and the premise

division alar city there are talent structure and distribution unreasonable, the introduction of

talent capital and high level talents shortage, and management mechanism of the human

resources development problems, summarizes talent development experience and lessons,

puts forward six main content division city talent development strategy, strengthen practical

training to improve the ability to lead the economic and social development, to schools; a

hospital, for enterprises to actively attract talent platform; fiilly play the role of training

base schools, hospital, famous enterprises, talent.

According to the development goal of division in 2011, deepen the reform the

personnel system, promote the innovation of talent management system; strengthen the

education and training, strengthen the construction of human resource development;

Exploring new way, speed up the building of high level talents; talent development

environment to improve the attraction of talent concept,system, mechanism, channels and

other aspects of the proposal, has the important practical significance for promoting division

city further do a good job in human resources development and management.
