我国石油化工行业已经进入了转型的关键时期,行业发展速度将会
逐渐趋于平稳,甚至会出现下降趋势。这就要对其做出战略调整。人是
改革的最主要的因素,绩效考核是人力资源管理的重要职能,承载着行
业创新源泉的开发、维护和激励职责,这关系到石化产业的长久发展。
MY石化公司也同样面临着严重的人才流失、积极性和创新性不足的种
种问题。在这样的背景下,本论文通过深入细致的研宄,评价和分析了
MY石化公司现行考核制度存在的主要问题,针对这些问题并结合现代
绩效考核方法,应用BSC、MBO和KPI等方法构建了 MY石化公司绩效考
核体系的主要部分。最后,提出来该公司绩效考核的实施意见。以期促
进公司综合实力的提高和可持续发展。

Abstract
The petrochemical industry in China has entered a critical period of transition,
the speed of development of the industry will be gradually stabilized, and there may
even be a downward trend. It is necessary to make strategic adjustments it. The people
are the most important factors of the reform,performance appraisal is an important
human resource management functions, bearing industry sourcc of innovation,
development,maintenance,and incentive duties, this is related to the long-term
development of the petrochemical industry. MY petrochemical company is also facing
a serious loss of personnel, the enthusiasm and lack of innovation problems. In this
context, the paper by intensive research, evaluation and analysis of the main problems
of the current appraisal system MY Petrochemical Company, combined with modern
performance appraisal methods to address these issues, the application of the BSC,
MBO and KPI constructed MY pctrochcmical Company, a major part of the
performance appraisal system. Finally, the implementation of the views put forward to
the company's performance appraisal. In order to promote the improvement of the
company's comprehensive strength and sustainable development.
