公开选拔干部制度作为我国干部人事制度的重要组成部分,是各级组织人
事部门,按照党管干部原则和德才兼备、以德为先的要求,坚持民主、公开、
竞争、择优的选拔方式,以考试为重要选拔方式选拔党政领导干部的一项重要
制度,且业已成为我国党政领导干部选拔任用的渠道之一。

利津县有十二年的公开选拔历史,共组织了 5 次公开选拔科级干部。本论
文在认真总结 5 次公开选拔工作的基础上,综合运用问卷调查法、数理统计法
等,从公开选拔的程序设计、试题设计、职务安排、组织设计等作为出发点,
力图全景式地对利津县十二年以来的公开选拔进行分析、归纳和总结,并提出
提高公开选拔科学性的对策建议,创新提出能力测评、考察方式、培养模式等。

本文以利津县为例,分析现有做法和成效,剖析存在的问题,提出了有针
对性的对策建议,对于县级公开选拔科级干部具有很好的借鉴意义。

The public cadre selection system, as a substantial part of the cadre and
personnel system in China, is an important system for selecting political and party
leader cadres. According to the principle of the Party assuming the responsibility for
carders' affairs and the requirements of having both ability and political integrity
and the political integrity for the first, all levels of the organization and personnel
department in China, take examination as an important way of choosing an official
and insist on the methods of open, fair, competition, and basis of merits.
Lijin County has a 12-year history of public selection of cadres and has
organized 5 examinations of public cadre selection of middle-level officials. On the
basis of summing up the experiences of the 5 public cadre selections, this article
multiply utilizes questionnaire and mathematical statistical methods, attempting to
panoramically analyses, concludes and summarizes the public cadre selection in the
last 12 years. This article regards program design, test design, duty arrangement,
organization design and progress as starting points, thus proposes some
countermeasures and suggestions towards the scientificalness of public cadre
selection and innovatively presents capacity evaluation, investigation way and
training mode.
Taking Lijin County as an example, the article analyses the existing practices
and achievements, examines the exiting problems, proposes some coping
suggestions in this regard and has certain model function to the public selection of
middle-level officials of county level.
