场经济的持续深化,国有企业面临的竞争形势日趋严峻,生存与发展的压力与日俱增。
而企业与企业之间的竞争,说到底是企业领导者素质、能力和水平的竞争。国有企业
干部队伍建设的关键,在于是否能够建立有效的选拔机制,让高素质的干部脱颖而出。
近年来,中原袖田开展了干部竞争性选拔工作。本文结合中原油田工作实际,在简要
分析干部选拔任用工作现状的基础上,积极探索构建了千部胜任力模型、干部竞争性
选拔机制,并在实践工作中有效结合运用在一起,初步构建了基于胜任力的干部竞争
性选拔方式。同时,结合干部队伍建设实P,指出了工作中存在的一些问题,提出了
发展、完善基于胜任力的干部竞争性选拔方式的意见建议。

Abstract
After the political route is confirmed, the cadre becomes the crucial factor. With the rapid
development of economic globalization and the continual deepening of socialist market
economy, the competition situation that the state-owned enterprises have to face is becoming
increasingly serious,and the pressure of survival and development is becoming bigger and
bigger. While the competition between enterprises, in the final analysis is the competition of
the enterprise leader's quality, ability and level.The key to the construction of state-owned
enterprises of the contingent of cadres, lies in whether or not to establish selection mechanism
effectively, making the high quality cadre talent show itself. In recent years, the Central Plains
oil develops competitive selection work.This passage is combined with practical work, based
on the work of selecting and appointing cadres of the brief analysis of present situation, and
actively explore the construction of the cadres, cadres competency model of competitive
selection mechanism, and in practical work effectively combining together, the initial
construction of competency cadres competitive selection method is set up.At the same time,
combing with the actual construction of cadres, the passage points out some problems in the
work, and puts forward the competitive selection methods which is developed and perfected
based on competitive cadres.
