城市公交是政府为人民出行方便提供的一种基础服务设施,它具有公益性的特

点。但是随着经济的发展城市人口的增多,城市交通状况堪忧,拥堵情况严重,反而

为人们的出行造成了不利影响。所以为了缓解城市拥堵状况,改善现有的城市公交系

统,提高公交的服务水平和便捷程度,让人们在出行时自觉选择公共交通工具成了必

要的手段。我国在此期间实施了一定的积极措施促进城市公交的发展并取得一定成

效。让更多的市民愿意选择公交出行,让公共交通更贴近市民的生活。但是直到现在

依然存在一定的问题,我国政府在监管上不够完善,同时公交公司自身的管理也存在

不少问题。时常有小的事故发生,大型事故也无法杜绝,对公共交通的发展造成了非

常恶劣的影响。公共交通关系着市民的健康安全,需要政府和企业足够的重视。

本文通过对发生在公共交通领域的事故进行分析研究,找出引起事故的原因,并

在此基础上探索在公司管理和政府监管方面出现的缺陷。然后以NC公交公司为模板

应用以上理论知识挖掘其管理过程中出现的问题。

在整理分析以上发现的问题后提出NC公交公司应采取的安全管理对策,力图在

实施这些对策后可以排除行车过程中各种引起事故的因素,改善公司的管理状况,把

事故发生率控制在较低水平保证公共交通顺畅运营。

当然即使采取了各种预防措施,毕竟事故的发生是客观存在的,我们也有必要建

立完善的应急处理措施,在事故发生时尽量将人和物的损失降到最低。并且最好建立

以整个城市为依托的应急措施来应对出现的非常重大的事故。同时在对驾驶员进行培

训时要训练他们可以处理一些突发状况。

NC公交公司安全管理体系的构建

ABSTRACT

Urban public transportation is the public service product provided by our

government, is the basic and public benefit industry of urban development. As the traffic

jam has become ever more serious, developing urban public transport is the most effective

method to solve the jam. And is also an important method to realize the urban sustainable

development under the background of energy shortage. With the implementation of the

strategy of giving priority to urban public transportation development, the city bus scale

has expanded rapidly and has been deeply combined to the masses. The city bus

developing very fast, but some problems appear in safety management of the enterprises

and the government supervision, minor accidents occur frequently, serious accident often

happen, the accident affects very badly. Public transport security has become a hot social

issue. How to reduce the prevalence of accident and raise the safety level is the puzzle that

the administrative department and enterprise assiduously seek for.

Firstly, this paper deploys research on city bus accident, factors which Influence bus

safety is analyzed. Point out that management fault is the essential reason of accident. Then

research on the current situation of safety work for city bus, this paper present the work

and existing problems of NC businesses on safety management.

Response to address the existing problem, put forward countermeasure and

suggestion to NC businesses. Aimed at avoid human unsafe behaviors and vehicle

insecurity state, improvement the defect management to lower the prevalence of accident

and to raise the safety level.

This paper offers some suggestions on emergency disposal to alleviate damage and

casualties result from the accident. For the major accident, based on the urban emergency

resource, establish the city bus emergency handle system. For the unexpected road accident,

provides the immediately disposal method of drivers.

Above all, this paper gives the summarization of the work.
