摘要
中国正逐步进入由乡村型社会向城市型社会转变的重要时期,城市基础设
施建设越来越成为城市建设的着力点。作为一种新兴起的项目融资建设模式,
2000年后,BT模式幵始在我国大规模出现,在推进城市基础设施的建设进程、
提高政府资金使用效率方面起到积极的促进作用。民间资本抓住机遇,纷纷考
虑并尝试投资基础设施建设。
本篇论文所探讨的WH场馆BT建设项目,是GD公司作为投资方,与大广市
正在进行前期洽谈与筹备的项目。该项目为该市新城区建设中的一部分,由群
艺馆、博物馆、图书馆三个主要建筑场馆组成,总建筑面积38000平方米,项
目整个周期为五年(包含建设期和还款期),总投资2. 5亿元人民币。论文以该
项目为例,主要从以下三个方面进行BT建设模式的项目开发研究:
1、投资收益测算:论文对该项目的前期考察事项进行评价和判断,对该项
目的概况进行综合描述,对所需资金投入及可能的收益情况进行具体测算,为
投资方提供财务参考;
2、融资分析:论文对该项目进行融资分析,确定合理的融资方式,对融资
成本进行测算,提出了不同于一般意义上的供应链融资方式,创新出更适用于
该项目的融资办法;
3、风险预估与防控:BT建设模式的风险高于普通的建设施工,论文中所论
述的冊场馆建设项目,对投资方而言,承担的风险不容忽视。论文综合分析项
目中可能存在的风险,对风险进行准确而全面的识别和评价,并且针对各项风
险归纳整理具体的风险防控办法与措施。
本文的研究和测算结论均立足项目具体分析,针对性较强,为GD公司运作
该项目起到推动和保障作用。

China is gradually entering society from rural to urban society an important period
of transition,urban infrastructure is increasingly becoming the focus of urban
construction . Emerging as a new mode of construction project financing after 2000,
BT mode begins major problem in our country,in promoting the process of urban
infrastructure construction,improve efficiency in the use of government ftxnds to
play an active role in promoting. Private capital to seize the opportunity , have to
consider and try to invest in infrastructure construction .
Discussed in this thesis BT WH stadium construction project is the GD company
as an investor,with large Obihiro ongoing pre-negotiate with the preparation of the
project . The project for the city as part of the construction of the new city by Mass
Art,museums, libraries, stadiums three main buildings,with a total construction
area of 38,000 square meters 5 the project throughout the period of five years
(including construction period and repayment period ) a total investment of 250
