摘 要
就业是关系到民生的问题，而创业则可以带来巨大的就业机会，是扩大就业的重
要途径之一。我国是人口大国，也是世界上从事劳动人口最最多的国家，扩大就业、
鼓励创业有很重要的意义。党的报告提出了要以创业带动就业的战略思想，把鼓励创
业、支持创业摆到就业工作更加突出的位置。近年来，随着创业活动对经济发展影响
不断深入，创业型经济开始逐渐受到辽阳市政府的高度关注。由于创业型经济对促进
分工深化、技术进步与经济发展有巨大的推动作用。因此，研究创业型经济的基本属
性、创业带动就业，并提出相关对策建议，对辽阳市推动创新型城市建设、转变经济
发展方式、解决日益严峻的就业问题具有重要的现实意义。然而辽阳市作为全国早期
重工业城市之一，历史遗留的庞大隐形失业人口和劳动力的过快增长，经济体制转轨
变型、二元经济结构转换形成的巨大压力，诸多因素交织在一起，使得失业问题异常
复杂、敏感和具有挑战性。

首先，本文研究了创业型经济相关理论以及国内外研究现状，包括创业型经济的
概念、特征、意义，分析了创业型经济产生的根源以及创业型经济与就业的关系，并
指出创业是就业的基础和前提，创业型企业仍然是促进经济增长的巨大支持力和增加
就业岗位的重要方法和手段。

其次，通过对辽阳市就业情况、创业型经济的发展现状、创业环境以及发展创业
型经济的制约因素行认真分析，并得出辽阳地区要实现新的经济增长并缩小与其它城
市地区差距，不能完全照搬其它城市开发的经验，而必须高起点地走技术创新和科技
进步之路，依靠创业型经济不断通过创新激发经济发展内在动力，推动辽阳地区整体
社会经济发展。

最后，本论文主要采用文献分析法、比较分析法等对辽阳市创业型经济中就业问
题进行深入研究和分析。研究了辽阳市创业型经济的发展机遇以及辽阳市创业型经济
的发展和就业策略，指出发展辽阳市创业型经济需要加强组织体系建设，加大政策体
系扶持，鼓励劳动者进行创业；同时加大创业培训工作，提升创业者创业能力。

Employment is related to people's livelihood issues，and entrepreneurs can bring
enormous employment opportunities， is one of the important ways to expand employment.
China is a country with a large population， is the world's most populous countries
engaged in labor，employment，is very important to encourage entrepreneurship. The
party's report put forward to venture to promote employment of strategic thinking，to
encourage entrepreneurship to employment more prominent venture，position. In recent
years，along with the impact of entrepreneurial activity on economic development，
entrepreneurial economy began to pay more attention to the Liaoyang City Hall. The
entrepreneurial economy has enormous impetuses to promote the deepening of division of
labor， technology progress and economic development. Therefore，the basic properties of
entrepreneurial economy ， business led employment ， and puts forward the related
countermeasure proposal，to Liaoyang city to promote the construction of innovative city，
change the mode of economic development， has important practical significance to solve
the employment problem is becoming more and more serious. But the Liaoyang city as one
of the early heavy industry city，the historical legacy of huge invisible unemployment
population and labor force growth，huge pressure variant，the transition of the economic
system of two dual economic structure transformation form，many factors are intertwined，
so that the unemployment problem is very complex，sensitive and challenging.
Firstly，this paper studies the domestic and foreign research situation of relevant
theory of entrepreneurial economy， including the concept，characteristics，significance of
entrepreneurial economy，analyzes the entrepreneurial economy and the relationship
between entrepreneurial economy and employment，and pointed out that entrepreneurship
is the basis and prerequisite for employment，entrepreneurial enterprises is still enormous
support force promoting economic growth and employment is an important method and
means.
