摘 要
2005 年 1 月,《北京城市总体规划》首次提出建设宜居城市的目标,随后,基层
政府、房地产商清楚表明了建设宜居社区提议。以宜居为关键词的社区评价到目前为
止还不是很多。曾经有人针对适宜居住性这一理论提出了相应的构建评价指标,该评
价指标体系强化了影响居民生活的物质性环境营造,在不同技术角度下开展深入指标
系统的分析。宜居社区非常关注以人为本,采纳人居环境理论、人类需求层次理论及
可持续发展理论。

城市社区物业管理以其广泛的服务内容在城市社区建设中起着促进房地产业健
康发展、提高社区成员生活水平和生活质量、加强社区精神文明建设和社会治安综合
治理、提高城市管理水平、提升城市形象的重要作用。

本文旨在研究宜居社区理念下物业管理的特点特色,探究开发商自组物业管理模
式(以沈阳市铁西区金地名京小区为例)及社区与物业公司合作管理模式(以沈阳市
铁西区新湖社区为例)各自的特点。

沈阳市铁西区金地名京小区采取开发商自组物业管理模式。金地物业以责任为
重,以品牌为魂,领先行业提出“7*24*365 无间断服务”、“常规服务﹢个性化菜单服
务”、“量身定做”等一系列特色服务模式,打造差异化优势,充分发挥金地品牌优势,
同时引领行业的进步与发展。

沈阳市铁西区新湖社区采取“三位一体”的管理模式。由街道成立物业公司,居委
会成立物业站,并以居委会工作、社区服务、物业管理“三位一体”运作模式,实施小
区物业管理。把处理好社区居委会与小区物业公司的关系作为工作重点。

Abstract
“Beijing City Total Planning” put forward the goal of building livable city for the first
time in January, 2005. At present, China’s local governments and real estate developers
have proposed the ideas of building a livable community. Some scholars emphasizes the
scarcity of resources, adhere to the principle of protection of resources, resource recycling
principle, protect the natural principle, non-toxic principle using the appropriate evaluation
index system construction of residential quarters and the principles of ecological balance
and sustainable development. Livable community is emphasized people-oriented
philosophy, mainly using the theories of habitat environment, of hierarchy of human needs
and the theories of sustainable development.
Property management in city community with its extensive service content plays roles
of promoting the healthy development of the real estate industry, improving living standard
and life quality of community members, strengthening the construction of community
spiritual civilization and the comprehensive management of social security, improving the
important role of city management level, promoting the city image in city community
construction.
This paper aims at characteristics of property management under the concept of
livable communities and explores the characteristics of self-organized property
management (Jindimingjing estate, Tiexi District, Shenyang city as an example) and the
characteristics of cooperation management between community and the property company
(New Lake Community, Tiexi District, Shenyang city as an example).
Jindimingjing estate, Tiexi District, Shenyang city adopts the mode of self-organized
property management be exploiters. The property company takes the responsibility as its
primary task and its brand as its soul. They put forward several brand services and give full
play to the advantage of its brand. At the same time they lead to the progress and
development of the industry.
New Lake Community, Tiexi District, Shenyang city adopts the model of “Trinity”
management. Property company is set up by the office of the street and neighborhood
committees established property station. It is operated by the “Trinity” mode as
