秦皇岛港针对杂货生产建立了一套杂货管理信息系统，对杂货生产的各个环节
进行信息化管理。随着港口杂货吞吐量的不断增加，和各种先进技术的成功应用，
这套系统已经无法满足现代化散杂货业务发展的需要。为了促进秦皇岛港杂货业务
的科学、可持续发展，必须从信息化着手，用科学的手段提高杂货生产效率，挖掘
杂货生产业务的潜力,打造信息化的散杂货港口。
本文以秦皇岛港杂货管理信息系统为研究对象，结合国内外杂货港口码头信息
化建设的成功案例，对秦皇岛港杂货生产的业务流程和生产作业流程、信息化管理
现状进行了分析，总结了杂货生产信息化管理中的不足和存在的主要问题。
针对秦皇岛港杂货公司管理信息系统中不适应信息化发展的环节，提出了切实
可行的改进措施，提出采用先进的通信和网络技术，将码头装卸环节、堆场理货环
节和货物输出港环节纳入信息化管理，从而使所有杂货业务流程全部实现信息化管
理，使港口杂货业务更加适应现代化发展的需要，切实提高港口生产效率，增强港
口杂货业务的竞争力。

With the development of modern information technology, the port, as an important link of
Logistics, has been pushing in the direction towards information management rely on
advanced communication and network technology, not only improves the quality of
production efficiency and services,but enhances the competitiveness of the
port.Qinhuangdao Port, located in the shore of Bohai Sea, has determined to be a general
cargo transportion center over all the ports around Bohai Sea in the early twenty-first
Century.The transportion of general cargo has become the most potential new growth
point.
Qinhuangdao Port has established an information management system to managing all the
links of general cargo transportation。With the continuous increase in the throughput of
general cargo transportation, and the successful application of advanced technology, the
system has been unable to meet the modern needs. In order to promote the development of
the general cargo business of Qinhuangdao port scientifically and sustainably, to build an
informational port will be the most important elements to improve the production
efficiency of the general cargo business.The potential of the pot should be mined deeply.
This paper takes the general cargo management information system of Qinhuangdao Port
as the research object, combined with domestic and foreign general cargo port successful
case of information construction, the general cargo business process and production status
of process, information management operations of Qinhuangdao port are analyzed.
The author summarizes the general cargo production shortage and the existing problems in
information management, puts forward the feasible improvement measures aiming at the
problems arising from the link in the information development which do not adapt to the
information management at present time.Terminal handling, the cargo storage, the cargo
leaving and inputting bring into the information management relying on the advanced
communication and network technology.The general cargo business process is managed
