信息化建设对于非专业的软件服务供应商的企业来说并非其强项,且 IT 信
息系统开发本身就有较大的风险。为此,越来越多的企业采取将本企业的 IT 业
务外包给其它专业软件服务供应商,因为从长远的固定 IT 成本上看,外包可以
释放运营成本,还可以企业使自身聚焦于本行业核心业务的发展。本文的 ESCP
(E Sales Core Platform)项目就是 E 公司的一个 IT 外包项目。
本文通过对 E 公司 IT 外包 ESCP 项目的研究分析,在结合管理信息系统、
项目管理知识体系、CMMI 模型理论、软件工程理论的基础上,全面详实地剖析
了整个 ESCP 项目管理全过程,从启动规划、开发执行及上线实施等进行分析与
研究。在整个分析研究的过程中,从各个方面评价 ESCP 项目管理过程中存在不
足之处与成功经验,旨在为今后的其它软件项目管理者提供借鉴与参考的依据。
本文强调综合地运用现代项目管理的方法,通对实行 ESCP 项目全过程的控制管
理,采用分阶段的生命周期计划严格管理、坚持进行阶段性评审、实行严格的范
围管理等方法,以确保项目的成功。
论文最后,针对 ESCP 项目在整个管理过程中存在的问题及可取之处进行了
分析总结。将项目各个阶段中遇到的问题,结合软件项目的特点,在综合运用现
代项目管理方法的基础上提出相应的解决方法或改进措施与建议。

With the developing of society, the economic globalization is continued to
accelerate. The competition among enterprises is becoming more and more fiercely.
Companies are thinking about how to maintain the competitive advantage, improve
their core competitiveness. Many wise companies are taking to improve the level of
IT information, strengthen enterprise information construction in order to help
enterprises to improve operational efficiency, improve service quality and reduce
operating costs, so that can achieve the purpose of improving the competitiveness of
enterprises.
Through the analysis and Study on IT outsourcing E company ESCP project
based upon MIS, PMBOK, CMMI and software engineering theory, detailed analysis
of the whole process of ESCP project management, such as the project planning,
execution and implementation. Evaluation of ESCP project exist problem and
successful experience from the various aspects so that it can provide reference for the
others software project management in the future. To the success of the project, this
article emphasizes the integrated use of methods of modern project management, for
example, the phases of the life cycle plan strict management, adhere to the periodic
review, strict control the requirement range.
Finally, I analyzed and summarized problems and merits, according to the ESCP
project exists in the entire process of management. The problems encountered in the
various stages of the project, combined with the characteristics of the software project,
and to propose appropriate solutions or improvement measures and recommendations
on the basis of the integrated use of modern project management methods.
