摘要
金融全球化对我国银行业提出了巨大的挑战,利率市场化使银行业的金融产
品和服务的价格垄断优势渐失,开放资本市场根本性改变了银行业经营管理的现
实格局。我国银行业要想在激烈的竞争中抢得一席之地,就必须追求高绩效,实
现价值最大化

三门峡银行的前身是三门峡市商业银行,2012 年 1 月 12 日经中国银监会批
准更名为三门峡银行,是一家地方独立法人金融机构。近年来,三门峡银行坚持
走差异化、特色化发展道路,确定了今后发展目标,确定把该银行打造成豫晋陕
黄河金三角区域最具影响力的中小企业和个人金融服务商,将对当地的实体经济
发挥重要作用,特别是在服务小微企业、满足居民金融需求等方面,但同时其自
身绩效低下的现状也是不争的事实。因此,构建一套科学高效的、以发展战略为
导向的三门峡银行绩效评价体系已成为必要。本文在借鉴国内外商业银行绩效评
价研究成果和实践经验的基础上,探究了三门峡银行绩效评价体系的构建问题

全文共分为六个部分:
第一部分绪论,主要介绍了研究背景、意义、综述、内容和方法等;第二部
分三门峡银行绩效评价的理论基础,主要介绍了契约理论、代理理论、系统论、
激励理论等;第三部分三门峡银行绩效评价的现状分析,主要分析了三门峡银行
现行绩效评价概况及存在的问题;第四部分三门峡银行绩效评价体系的设计,包
括三门峡银行绩效评价体系设计的原则、财务和非财务指标的设计等;第五部分
三门峡银行绩效评价方法的确定,模型的构建;第六部分三门峡银行绩效评价的
保障措施,从完善相关配套制度、持续优化指标体系等方面来保障三门峡银行绩
效评价体系的顺利实施

需要说明的是,三门峡银行绩效评价体系的构建不是一劳永逸的,而应该是
一个与时俱进的动态过程,同时不能过分依赖于一种或是一套既定的评价模式

此外要建立一套三门峡银行总行和各支行都适用的绩效评价体系是存在一定难
度的,因为发展规模、发展阶段、所在地域等不同,对绩效评价体系的要求也会
有所不同,这都值得我们今后进一步去探究

Abstract
Financial globalization presents a great challenge to the banking of our
country,the marketization of interest rates to make the banking of our country
financial products and services, price monopoly advantage gradually lost, the cap-ital
market fundamental open changed reality pattern of China's banking industry
management, the banking of our country wants to get a space for one person in the
fierce in the competition, we must pursue the high performance, realize the value
maximization.
The Bank of Sanmenxia is the predecessor of the Sanmenxia City Commercial
Bank, in 2012 January 12 the China CBRC approval was renamed the Bank of
Sanmenxia, is an independent local corporate financial institutions. In recent years,
adhere to the path of development, characteristics of poor dissimilation of Bank of
Sanmenxia, the development goal of Henan Shanxi Shaanxi the Yellow River Golden
Triangle area as the most influential of small and medium sized enterprises and
personal financial service providers, have successfully created a standardized service,
Xiao letter micro credit, Xiao Han Xiao enterprise credit and brand characteristics, in
support of the local the entity economy development, especially in the service Small
and micro businesses, meet residents financial needs, play a very important role. But
at the same time of own performance is the fact that does not dispute. Therefore, to
construct a set of scientific and efficient, based on development strategy, consistent
with the development goals of Sanmenxia bank performance evaluation system has
become necessary and is a pressing matter of the moment. In this paper, on the basis
of domestic and foreign commercial banks' performance evaluation research results
and practical experience, to explore the construction of the performance evaluation
system of Bank of Sanmenxia. This paper is divided into six parts:
The first part is the introduction, mainly introduces the research background
significance,review, contents and methods;The second part theoretical basis of
Sanmenxia bank performance evaluation, mainly introduces the contract theory,
agency theory, system theory, incentive theory. Analysis of the status of Sanmenxia in
the third part of bank performance evaluation, mainly analyzes the general situation of
the current performance appraisal of Sanmenxia bank and the existing problems.
