“摘转供”是指通过电网实施改造工程,取消企事业单位或居民用电小区
转供电,由地方供电企业直接对用户供电,从而实现统一规划投入、统一改造维
护、统一优质服务
本文首先介绍了课题的背景和意义,国内外转供电问题的研究现状和本文
的主要内容,然后重点介绍了七台河电业局转供电现状,以龙煤集团公司七台
河分公司为例分析转供电给供电企业、转供电主体及用户带来的问题,探讨在
七台河地区实施“摘转供”工程的必要性,提出实施“摘转供”工程的方案并
进行投资估算,确定“摘转供”工程实施的可行性

Abstract
The problem of so-called “transforming power supply was emerged mainly
in the seventies and eighties in the last century. It is the expression form that the
power supply enterprise failed to supply the residential consumers in the region
being able to supply power. The enterprise “transforming power supply” exists
generally in the country, especially in the coal, nonferrous metal and metallurgy
mine area. In the region of transforming power supply”,some residents use the
industrial and commercial electricity for the enterprises, the price is not only
higher, but also 110 safeguard. Because of living in the area combing urban and
rural, some residents use the electricity produced by the transformers owned for
the village committee. It has no safeguard, too. Some older high-rise buildings
built in the last century, have to supply power by the attached transformer
substation, because the worse level power supply facilities (only 15 watts per
square meter) can't be installed “one resident one gauge. As the result of the
social using electricity development, the phenomenon of “transforming power
supply” has its historical inevitability. It has played the positive role for meeting
the power demand of the masses for quite a long time in the past. But with the
social development and progress, especially the people's requirement for the
power service quality heightens continually, the problem of “transforming power
supply” standard is inevitable requirement for affecting social security power
supply, improving power supply service level and building a harmonious society.
‘‘Removing transforming supply” refers to canceling “transforming power
supply” of enterprise or residential electricity cell by implementing the
reconstruction projects of electrified wire netting, supplying directly power to
users by the local power supply enterprise, so as to realizing the unified planning
investment, the unified reconstruction safeguard and the unified high quality
service.
Firstly, this paper introduces the background and significance of the problem,
the research present situation of the domestic and external “transforming power
supply,,and the main content of this paper. Then, it focuses on introducing the
present situation of “transforming power supply concerning the QITAIHE
electric power bureau. By taking QITAIHE Mining Bureau as an example to
analyzing the problem brought by transforming power supply for power supply
enterprises, transforming power supply” main bodies and users, exploring the
necessity for implementing “removing transforming supply project in the area of
