知识经济时代,职业内容和职业环境的不断变化对员工的能力提出了更高

的要求,从现状来看,中国石油西北化工销售公司面临着这种变化下员工能力

与企业发展不相适应的现状。因此,分析中国石油西北化工销售公司员工的职

业能力现状,尤其是存在的问题及原因,并在此基础上进行员工职业能力的构

建,对于实现公司的发展战略和经营目标,对于员工职业生涯的发展都具有重

要意义。

论文首先梳理了研究的理论基础、基本概念和国内的研究现状,然后分析

了西北化工销售公司员工职业能力现状,西北化工员工职业能力的最大问题是

职业能力的结构性矛盾,员工数量富余的同时人才短缺。在前面研究的基础上,

构建了西北化工销售公司员工职业能力体系,职业能力体系的构建要坚持具体

问题具体分析、体系性原则、聚合原则和动态原则;对于基层员工来说,需要

重点培养个人素质能力、完成任务的能力、学习的能力和创新的能力;对于中

层管理人员来说,需要重点培养管理能力、团队管理能力和人际交往能力;对

于高层领导来说,需要重点培养战略管理能力、风险管理能力和领导艺术能力。

分析了西北化工员工职业能力规划体系实施中的要注意的问题,要注意公

司领导层的重视和推动,重视公司员工的参与和支持,要把职业能力规划和企

业的理念与价值观结合起来。

研究了西北化工销售公司员工职业能力体系的形成途径,即建立培训体系

及实施培训,建立人力资源管理系统中的职业能力子系统,建立基于能力的企

业文化。

Abstract

We are in the era of knowledge economy, continuous changes of Occupation and

occupation environment put forward higher request to staffs ability,In this change, from the

current situation, CNPC Northwest Chemicals Marketing Company Facing the reality : staffs

ability do not meet the development of the company .Therefore, analysising staffs ability current

situation of CNPC Northwest Chemicals Marketing Company,especially the problems and

reasons, and on the basis of these, constructing staffs ability, this has important significance for

realizing the development strategy, the company's business objectives and the employee

occupation career development.

Firstly, this paper reviews the theoretical basis, basic concepts of the study and the research

status in the domestic,next analysis the present situation of staffs ability, finding that the

biggest problem is the structural contradiction,will tell, The number is wealth but talent is of

shortage .

On the basis of the above study, Author constructs staffs ability system,this research must

adhere to tiie following principles : the concrete analysis of concrete problems, system principle,

the principle of aggregation and dynamic principle; the staff must cultivate individual ability, tiie

ability to complete a task, learning ability and innovation; middle managers need to cultivate

management ability, team management and interpersonal skills; leaders need to develop Strategic

management ability, risk management abUity and leadership skills.

The auflior analyzes the problems of implementing the staffs ability planning system,these

problems include paying attention to the leader's caring and promoting, paying attention to

employee participating and supporting, put ting staffs ability planning and corporate

philosophy and values together.

The author studies the forming ways of the staffs ability planning system which including

establishing ttie training system and implementing training, constructing the sub - system of the

staffs ability under tiie human resources management system ; to building a corporate culture

based on the ability.
