摘 要
F 公司在中国经过 20 多年的飞速发展,已取得相当大的成功。从当初一个
名不见经传的台湾小公司发展到现在的世界前 100 强的特大型跨国公司(2012
年世界排名 43 位)。经过 20 年的飞速发展之后,积淀了很多公司同样存在的管
理弊端,其中公司的绩效考核体系就是一个问题,需要加以改善。为适应公司
目前的科技转型,研发部门的绩效考核体系也应该“转型”,“升级”,为公司的后
十年的科学发展提供根本保障
在 F 公司的技术研发部门绩效考核体系不能适应公司发展的要求,本文对 F
公司技术研发部门目前现有的绩效考核体系进行分析,找出体系自身的不足,
对公司目前的绩效考核体系进行优化和改善,提高公司的绩效管理水平
F 公司技术研发部门绩效考核体系及相关保障执行体系对公司企业的战略
发展有战略的关键的重要辅助作用,是公司发展的重要保障,是公司企业文化
的践行体现,是公司员工的价值及价值观的参照坐标

Abstract
F Corporation has a great successed in running business in last 20 years in
China .The corporation changed from a local small company to a global great
company because of high speed development of the corporation’s economic scale ,it
is one of top 100 corporation in the world. ,why corporation achieved success is that
corporation exerted first-rate management and scientific business
decision ,Enterprise culture is a important factor of running success too. There are
many defects in runing management aspect in F company because of fast
development of company scale during the latest 20 years in China .,For example ,
performance management system exists many defects , The management system
must be improved in order to keep fast development of corporation .to adapt
transformation and upgrading of advanced technology of F company .The company
improve management for providing guarantee to adapt fast development of
corporation next 10 years
Performance management system include in performance appraisal system
and security system of performance appraisal ,but the performance appraisal system
can not adapt development of company now .Improving performance appraisal
system is very important for strategy development targent of corporation .
The paper is divided into six section . the first section state signification and goal
of performance management system , current research situation of performance
management system and development level of performance management system
in the world . The second section state theoretical basis of performance
management system,. the third section describe current situation of performance
evaluation system of F corporation . I will discuss method of improving
performance appraisal system of F corporation , improvement performance
evaluation index design of F corporation , improving security system of
performance appraisal in the paper. The fifth section will describe improvementIII
design of performance security system ,according to following contents : internal
grievance-redress mechanism, culture construction ,rules construction .
