海监通信系统的集成管理,是结合集成管理的理论对整个系统进行技术改造
和功能优化,从而对各个业务的子系统进行跨平台的连接。通过对整个通信系统
的集成管理,更好地完成中国海监相关部门对各类海洋信息进行收集、分类、分
析、传递、评估等各项信息处理的工作,同时实现对数据进行接收、处理、储存
等工作,并满足通讯以及各类用户的基本需求。
本文结合了笔者多年的工作经验,将集成管理理论与通信系统一体化相关技
术相结合,并从理论到实践对案例进行了系统深入的实证研究。在通过对中国海
监北海通信系统的集成管理研究,根据中国海监北海通信站的实际需求,分析其
存在的问题与通信系统集成管理的可行性以及必要性,结合现有的科学技术与理
论,为中国海监北海通信系统进行了集成管理改造。主要在以下三点:
(1)将集成的理念应用到海监通信系统管理管理中,从而对通信系统进行
流程改造和功能优化。
(2)总结海监通信系统新形势下对集成管理以及信息管理系统一体化的需
求,分析其必要性与可行性,并提出相应的改造措施以及效果评价。
(3)以笔者所在的中国海监北海通信站的通信系统集成管理改造为案例,
通过案例分析,集成管理主要理论和方法运用到实际案例中,通过实证研究概括
出集成管理的方向以及其有益之处,同时为海监通信系统的集成管理提供一些参
考。

INTEGRATED MANAGEMENT RESEARCH OF
THE NORTH SEA BRANCH OF CHINA MARINE
SURVEILLANCE COMMUNICATION SYSTEM
ABSTRACT
The integrated management of marine surveillance communication system is
based on the integrated management theory, achiving the technical reform and
functional optimization of the entire system, for cross-platform connection among the
various business subsystems. With the integrated management of the entire
communication system, it is to better fulfill the various marine information processing
work including collection, classification,analysis, delivery and assessment for the
relevant departments of China marine surveillance, and to achieve the data receiving,
processing and storage, and to meet the basic needs of various users and
communications.
The paper, combined with the author's working experience for many years,
incorporates integrated management theory and related techniques of communication
system integration, and completes a systematic in-depth empirical research from
theory to pratice. After achieving the integrated management research of China Beihai
marine surveillance communication system, according to its actual needs,and through
analyzing their problems and the feasibility and necessity of integration management
of the communication system,combining the existing technology and theory, the
integrated management reform for the north sea branch of China marine surveillance
communication system is completed. Three main points are in the following:
(1) Applying the concept ofintegralion to the management of marine surveillance
system, and achieving process Iransformation and functional optimization on the
communication system.
(2) Summarizing the demands on the integrated management and information
management system integration for the marine surveillance communication system
under the new situation, and analyzing its necessity and feasibility, and proposing effect
evaluation as well as appropriate measures.
(3) Through taking integrated management reform on the north sea branch of
China marine surveillance communication system—the author's workplace as a case,
the major theories and methods of integrated management are put into practice.And
through empirical research, its benefits as well as the integrated management direction
are thus summarized, and some references for the integrated management of marine
surveillance communication system are meanwhile provided.
