中国铝业连城分公司内部市场化改革创新研究
ABSTRACT
Recently, with the changing of external market environment,continuously dropping down of
the market price, Chalco Liancheng Branch is facing more and more severe environment, and
the economic benefit of the enterprise is suffering seriously impact. Under the circumstances, the
enterprise has no other choice except for breaking through current operational
management .Otherwise, the survival of the enterprise will be threatened. Therefore, to Chalco
Liancheng Branch, it is quite a good mode of reform to introduce market mechanism into the
interior business, and making the internal production units, subsidiary production units and
functional departments as the main economic entity of the internal market of the enterprise to
build up an enterprise management model with an integration of uniformity and flexibility. On
the one hand,the enterprise will make the main entity smaller but more capable by stripping and
splitting-flow subsidiary units away .On the other hand , internal marketization reforms will be
carried out. To allocate production factors and income reasonably by using price leverage, in the
enterprise,by purchasing and selling of products, price negotiation and paid services,etc,several
independent accounting bodies with market operation mode will be formed. Thus relations of
buying and selling of simulative market will be formed between the production units and
subsidiary production units inside the enterprise. This will make the work centrality of the
enterprise move down and take it as the mainline to carry on optimizing of the process
reengineering of the business administration. The thesis takes the SWOT Analytical
Approach ^Activity Cost Theory,Operation Transformation Theory transaction Cost Theory,
Value Chain Theory and Cost Management Theory as the fundamental theory, by on- site
inspection, on the basis of analyzing and summarizing the business management theory and
practical research status, systematically carries on studies for the mode of mm&39;ketization reforms
of Chalco Liancheng Branch, aiming at constructing external diversified economy of the
enterprise ,and building up internal marketization management operation system and
mechanism,and to provide a guide for the enterprise in theory and practice to improve and
optimize the marketization reform and implementation to help the enterprise to get over business
distress.

一、绪论
近年来,连城分公司由于外部市场环境的变化,市场价格持续下滑,企业面
临的生存环境越来越严峻,企业经济效益受到严重影响。在这种情况下,必须寻
求突围,否则,企业的生存将会受到威胁。为寻求破苗重生的途径,市场机制应
该逐步引入企业内部,对外走向市场,对内实行内部市场化,以此来调动劳动积
极性、提高劳动效率、降低生产成本。全面提升企业效益和竞争力。市场化引
入企业内部,就是以企业内部各生产单位、辅助生产单位和职能部门作为内部市
场的经济主体,建立起一种更加贴近实际、科学合理的管理模式。同时,市场化
改革把市场机制引入企业管理之中,以市场为导向,以价格为杠杆,运用价值规
律将企业的一切物化劳动商品化,通过产品购销、服务输出和内部取酬等方式使
企业内部形成若干个相对独立的市场运行核算主体,企业内部各生产和辅助生产
之间形成市场等价交换的市场买卖关系,对外按照市场经济的要求进行交易,对
内管理工作重心下移、优化企业管理流程再造。用市场用户的关系链接企业内部
的各生产系统、各单位以及单位内的各班组、各道工序。使各系统、各单位、上
道工序所提供的产品或服务,转化为用内部价格所衡量的价值和为下道工序所认
可的商品,实行有偿往来结算,从而达到让每个员工既是生产者又是经营者,调
动单位、员工生产经营积极性,激励员工、控制成本,最终达到减少浪费,降低
消耗,降低成本,增加效益的目的。
(一)市场化改革的背景与意义
2008年以来,在金融危机的持续影响和电解锅行业产能过剩的激烈竞争下,
连城分公司2012年出现了自建厂以来不曾有过的巨额亏损,广大员工期盼着全
新的变革能带领企业走出困境,谋求企业脱困的机遇,以积极的姿态应对发展中
出现的问题,寻求破苗重生的途径。目前,连城分公司与国内外先进企业相比,
存在产品结构单一,经济增长质量不高,规模效益不明显,企业内部管理体制和
运行机制不完善的发展难题,且市场化程度不高、开放型发展不足,核心竞争力不
强,国有企业在传统的体制、机制上的短板效应突出,为强化企业的生产经营管
理,提升经济效益,中锅总部已将幵展市场化开放型改革提到了战略层面。
长期以来连城分公司形成的管理模式是二级单位的成本和利润都是内部考
核数据,二级单位既不是资金中心,也不是完整的成本中心,更谈不上利润中心。
