摘 要
城市精细化管理，就是要在城市管理中引入精细化管理的理念，并通过改善城市的环
境面貌，来提高城市管理的效能，提升城市的品味。随着城市化进程的加快和城市规模的
扩大，城区的开发和建设任务不断增大，探索如何不断强化精细化管理的理念以此来推进
城市管理工作，是一项非常艰巨而重大的任务
本文从城市管理的决策者角度出发，提出城市化的高速发展促使城市管理进入“精细
化时代”；分析和提出了城市精细化管理的设想；介绍了国内外相关现代城市在精细化管
理方面的先进理论和思想；并以青岛市市北区特色街建设为例，采用案例分析法和类比分
析法，对市北区的城市管理现状进行实地调研河分析，指出了市北区城市管理中存在：精
细化管理水平不高；考核奖惩力度不够；数字化城管发挥的作用不明显；缺少城市管理纲
领性文件，依法行政水平不高；城市管理者责任心不强、管理不到位；城市管理经费严重
不足，城市管理体制尚未彻底改革，基础设施欠账严重；居民群众的文明素质有待提高，
宣传力度需不断加大等七个方面的主要问题
在分析问题存在原因的基础上，提出以“精细化管理理念”为指导，以“特色商业街建
设”为依托，从而加强市北区城市精细化管理水平，具体从（1）加大城管执法力度，整合
信息资源，实施城管全覆盖；（2）加强考核奖惩，实现高位监督；（3）加强市北区数字化
城市管理工作；（4）健全城市管理法制，完善城市管理制度体系；（5）加强队伍建设，理
顺工作职责，做到责权统一；（6）科学核定经费，实现费事明晰，增加经费投入，解决基
础设施欠账难题；（7）倡导公众参与，加强精神文明建设，全面提高居民群众素质等七大
方面入手，并以青岛市市北区精细化城市管理为案例，做出了精细化管理的具体实践

ABSTRACT
City fine management, which elaborates fine management concept into urban management,
is an important and effective way to increase the efficiency of the urban management, to
improve the urban environment and city grade. With the gradually expanding of city scale, the
speeding up process of urbanization, and the increasing tasks of urban development and
construction, that how to further strengthen the fine management concept, and to advance the
city management, becomes an important topics needed to resolved industriously.
This paper, standing on the decision makers of urban management angel, puts forward that
the rapid development of the urbanization, promotes urban management to enter into fine age;
Analyzes and putting forward the idea of city of fine management; and Introduces the related
and advanced theory and thought about delicacy management of modern city both at home and
abroad; Taking characteristic street construction of Shibei district of Qingdao as an example,
anglicizing Shibei district’s urban management present situation, by using case analysis and
comparison method, finding out problems of Shibei district’s urban management: fine
management level is not high; the force of Assessment and rewards and punishment is not
strong enough; Digital approach plays an unconspicuous role in the urban management process;
due to lack of programmatic document of urban management in accordance with the
administrative level is not high; City managers’ responsibility is not strong and can not reach the
designated position; shortage of funds Urban management , the city management system has not
yet been thoroughly reformed, infrastructure debt is terrible; Civilization quality for the
residents of the masses, publicity should be continuously increased.
Based on the reason analysis, make it clear that the elaborating management ideas has been
used in the characteristic street construction, make sure that the Shibei district should do well
inthe city of fine management: (1)increase the intensity of urban management law enforcement,
integration of information resources, the implementation of a complete coverage of urban
management; (2)Strengthen the inspection rewards and punishment, and achieve high
supervision; (3)Strengthen Shibei’s digital urban management work; (4)Improve the urban
management legal system, improve the system of city management system; (5)Strengthen the
team construction, clarify responsibilities, achieve unity in liability; (6)Approved science funds,
to achieve clarity, increase the funds investment, solve the debt problems in infrastructure;
(7)Advocate public participation, and strengthen the construction of spiritual civilization,
comprehensively improve the quality of the residents of the masses, provide theoretical basis for
refinement Shibei characteristics the mall.

1 绪论
随着城市化进程与城市规模的加快与扩大，基于城市规划、建设、管理、运营的需要，
国家准备在一些信息化基础较好的城市做试点验证精细化管理理念，并且根据实际情况制
定现代城市精细化管理的框架，通过建立信息服务平台和数据库，对信息资源实现共享和
联通
然而，之于城市建设取得的进步，城市管理作为城市建设的延续，其水平相对落后
传统的管理体制、手段与方式已经落后于现代化公共管理的要求，在一定程度上制约了城
市管理水平的提高，同时也不利于城市的长远发展。一般意义上，城市精细化管理，就是
通过建章立制、细化标准、优化流程，无缝隙、全覆盖、无死角的实现城市管理。实施精
细化管理是改善城市环境面貌、提升城市形象的有效途径，与城市发展需要相适应，同时
也是落实科学发展观、促进经济社会快速发展的必然要求。实施城市精细化管理，能够实
现对城市管理力量的有效整合，对城市资源进行优化配置和有效利用，提高城市管理效率
和提升城市承载能力，为加快推进城市化进程和建设现代化城市提供最有力的保障；能够
提升城市品位和档次，优化投资环境，塑造良好的对外形象，增强城市的吸引力、竞争力；
能够完备城市功能，为广大市民创造优美舒适的生活环境，提升城市文明程度，加快构建
和谐社会的进程
1.1 研究背景
近年来，我国的城市化规模与进程都发生了空前的变化，国家统计局的数据表明，我
国的城市化水平从 2000 年的 36.09%提高到 2006 年的 43.9%，年均提高 1.2 个百分点，已
超过发展中国家平均的城市化水平
[1]
。而且未来的十几年是城市化发展变化最大的时期，
预计以平均年 1 个百分点的速度提高，到 2020 年，城市化水平有可能达到 58%
[2]
。由于
我国城市化建设面临着一系列的挑战和问题，因此，城市管理必须高度以科学发展观为指
导，根据实际调整城市经济结构，不断优化社会与人居环境，提高城市的管理水平。青岛
作为迅速崛起的国际化城市，城市化进程的快速发展，对城市文明的需求也不断加大，同
时城市资源的优化配置和有效的整合利用，市民的生活质量，和谐社会的建立与发展等需
求不断增长。
