本文通过对ZQ集团中层管理人员的培训的理论研究和工作之便的访谈调研,
以及本文写作期间采用问卷调查等调查手段收集相应的信息,加以分析,发现了
一些问题,例如,培训职能分散,多龙治水现象严重;培训不成体系,流于形式;
只注重阶层员工的培训,忽视了中层管理人员的培训需求。从而印证对ZQ集团现
存的培训体系的不足和问题的研究和思考,并作为本文写作的基本思路。期间运
用相关的培训理论,结合对ZQ集团二次创业的发展战略分解,提出与战略要求相
配合的中层管理人员培训体系优化方案,从而填补ZQ集团培训体系中针对中层管
理人员培训的空白。以企业人员分类平台研究为基础,中层管理人员这一群体的
特征研究为出发点,引用质量管理中流程设计和流程优化理论,提出由战略目标
分解、确定培训群体、培训需求调查、培训课程规划、培训课程开发、培训课程
实施和培训效果评估七个环节构成的中层管理人员培训体系,这一部分内容是本
文的核心。最后本文提出了对中层管理人员培训体系保障的几个建议和思考,得
出研究结论、不足和展望。
希望本文对ZQ集团屮层管理人员培训体系的优化设计可以作为类似国有大型
集团企业培训体系研究的参考,起到此抛砖引玉的作用。

ABSTRACT
China economy move to the high-speed way after the year 2000, the white-hot
competition make company invest human capital, stuff training division become the
major investing area. Few of company have the experience to establish the training
system, which able to meet the training demand of middle level management in
real-time. This article research on company middle level management in ZQ group, the
core of stuff training system, the continuous revolution and self-development of human
resources are the base of core competition ability. The middle manager perform the
function of support upper and lead the lower in the company management structure,
they are the major pole to support the innovation activities in business. The middle
manager as the candidates group for top manager as well as learning model of sub
ordinaries, so the middle manager quality influence the quality of company business,
also influence the future of company, so we know, to keep the middle manager
improving knowledge and ability is the base of company development. Lots of company
notice the role of middle manager training, but some of them pay more attention on
enlarge market share and investment in past decade,and pay money for new comer
training and stuff training,the ignoring of middle manager training lack of systematic
plan, to influence the improving ability and career development.
This article was writing via theoretical research the training of middle manager of
the ZQ Group as well as during the writing of this article, the survey and survey
instruments to collect information, analysis also, with confirms the deficiencies of the
existing training system of the ZQ Group and research and thinking, and as of this
writing the basic idea. During the use of training theory, combined with the second
pioneering the development of ZQ Group strategy decomposition proposed cooperating
with the strategic requirements of middle management training system optimization
program, so as to fill the blank ZQ Group training system for the training of middle
managers. Corporate officers Category platform based on the characteristics of this
group of middle managers as a starting point, a reference to quality management,
process design and process optimization theory put forward by the strategic objectives
of decomposition, identification of training groups, training needs survey, planning of
training courses training curriculum development and implementation of training
programs and the effectiveness of training assessment middle management training

proposed a few suggestions on middle management training system, draw conclusions,
insufficient and outlook.

1.1选题背景
随着进入21世纪的第二个十年,全球一体化进程进一步加剧,国内市场和
国际市场的界限越来越模糊,产品产地属性越来越模糊,企业要在这样的竞争
环境中生存,就要直接面对多个竞争转变:从产品竞争到品牌竞争的转变;从
价格竞争到价值竞争的转变,从单个企业的竞争到价值链的竞争的转变,从传
统资源竞争到现代资源竞争的转变。这种转变即为企业的发展带来了巨大的威
胁,也为企业带来同样巨大的机遇。ZQ集团就是直面这些挑战与机遇的众多
企业中的一员,自2004年初幵始实施国际化战略,经过几年的艰苦奋斗,实现
了香港上市解决了海外融资渠道问题;2009年与德国重卡巨头MAN公司战略
合作,引进了国际-流水平的全套重卡产品技术平台,解决了平台技术升级的
问题;过去的几年通过“筑巢引凤”的方式引入采埃学、贝料、蒂森克虎伯、韩
瑞森等国际知名配卷厂商,ZQ整车工厂周边落户为汽重卡产品提供配套,解
决了国际配套资源的问题;通过整车出口、CKD (整套散件出口组装)、SKD
(部分出n组装)的方式连续几年快速增长,其重卡产品2012年出口近3万台,
占其总销量的三分之一,稳居行业第一位,初步实现了市场国际化。8年的战
略调整企业得到了持续的发展,同时也暴露了很多企业人力资源发展制约企业
发展的问题,也找到了一系列的差距。
(1)落后的产品技术平台与国际一流水平的差距
在W内市场不能适应物流运输业对车辆轻量化的需求,致使产品销量困守在
传统的工程车市场,眼看着竞争对手在物流市场做得风生水起,失去占领物流细
分市场的先机;在W际市场导致只能以低价策略打jr经济落后,市场容量小的不
发达第-:世界小R市场,眼看着市场奔量大,经济相对发达,技术键全高的金碎
国家只能望洋兴叹。因此ZQ集团高瞻远瞩率先产业资本,德国MAN集团,2009
年MAN在香港证券市场以5.6亿欧元的代价,购得ZQ香港上市公司25%+1股
的股权。同时ZQ集团以约0.8亿欧元的价格,从MAN集团获得TGA重卡平台
