摘 要
本文研究的是对BY 机场专职消防员队伍管理如何进一步优化完善的课题
随着我国民用机场的规模不断扩大，数量不断增多，航线网络的不断拓展，民用机
场消防安全保障成为机场航空运输、经营发展的重要组成部分，也是机场秩序和安全稳
定的重要基础。专职消防员队伍是保障机场安全运营不可或缺的中坚力量。可是这只队
伍与现役消防队伍相比，存在很大的特殊性。这是一支实行准军事化管理的专业灭火救
援队伍。虽然这支队伍在民用机场灭火救援保障中的作用越加显著，但是，由于专职消
防员不属于现役编制、待遇偏低、经费有限、地位不高、非物质奖励匮乏等因素，导致
了人员的工作积极性低、人员流动性大、优秀人才难以保留、绩效考核效果不明显等诸
多问题，队伍综合素质提升缓慢
本文首先介绍了相关的消防基本概念，国内外关于消防管理方面的研究情况及可借
鉴的人力资源管理理论，提出了论文选题的重要性。然后对BY 机场的企业背景及其专
职消防员队伍的基本情况和管理现状进行了介绍，提出了当前BY 机场专职消防员队伍
管理中存在的问题,并就问题的原因一一进行了剖析，旨在说明进一步改进和完善BY 机
场专职消防员队伍管理的重要性和必要性。最后，通过将国内外民用机场消防队伍进行
比较，从中得到有益的启发，并借鉴管理学、组织行为学、人力资源管理理论的相关知
识，积极在体制上、管理上和职业发展等方面寻求突破和创新，并针对性的提出一系列
的改进建议和对策
本文是在笔者从事企业专职消防工作的体会和经验的基础上，采用现场调查、问卷
调查和实证分析的研究方法，就优化BY 机场专职消防员队伍管理提出的一些粗浅的见
解，以期促进专职消防员队伍的健康、有序、和谐发展，更好地适应BY 机场枢纽化发
展战略的需要

Abstract
How to optimize and consummate the full-time fire-fighters management of BY airport
is analyzed in this article.
With the expanding scale, quantity increases unceasingly, route network unceasing
development of our nation civil airports, the civil airport fire safety and security is become an
important part of air transport and operate development, is also an important foundation of
the airport order and stability. Full-time fire-fighters team is the essential backbone of the
protection of airport security operations. But compared to active-duty fire-fighters, this team
has a lot of particularity. Although the team in the civil airport fire fighting and rescue
protection in the role of more significant, however, full-time fire-fighters do not belong to the
preparation of active-duty, low salaries, limited funding, low-status, non-material rewards
scarcity and other factors, led to the staff enthusiasm is low, staff mobility, difficult to retain
outstanding talent, performance effect is not obvious and many other issues, team
comprehensive quality promotion is slow.
First, the correlative basic conceptions are introduced in this article. The essentiality of
the article is pointed out based on domestic and international research on fire management
and can draw form the theory of human resource management. Secondly, to introduce the
enterprise background of BY airport and the basic conditions and management situation of its
full-time fire-fighters, put forward the current problems of BY airport full-time fire-fighters
management. The reasons according to the problems are analyzed one by one which tends to
explain clearly the essentiality and necessity on improving and optimizing the BY airport
full-time fire-fighters management. Finally, gain useful insights by compare domestic and
international civil airport fire-fighters, and draw from the management, organizational
behavior and human resource management theory of knowledge, the countermeasure on how
to actively seek a breakthrough and innovation in terms of institutional, management and
career development are offered.
This paper is on the basis of the author to engage in full-time fire work experience,
proposed some superficial insights to optimize the management of BY airport full-time

fire-fighters, field investigation, questionnaire and positive analyses are adopted, in order to
promote full-time fire-fighters in healthy, orderly and harmonious development, to better
adapt to the needs of the BY airport hub development strategy.

第一章 绪论
1.1研究背景及意义
近年来，随着我国经济的不断发展，火灾起数和火灾损失都在逐年增加，消防力量
明显不足的现实也逐渐凸显，而我国现役消防警力仅占全国人口的万分之一点一至一点
二，加上企业专职消防队和政府专职消防队力量也不足万分之二，不仅低于发达国家万
分之十至十五的水平，也远低于许多发展中国家万分之三至五的比例，美国每一万人口
拥有专职消防人员数为10.5 人、日本为11.9 人、俄罗斯为15.3 人，按照此标准，我国
13 亿人口需要专职消防人员100 多万人，如果全部是现役消防警力（相当于解放军兵
力的五分之二），那么军费开支，兵源等问题都将无法解决[1]。可见，现有的消防力量
已无法满足需要。针对现役消防警力不足的实际，积极推动在一些火灾危险性较大，距
离公安消防队较远的区域，建立专职消防队伍是十分必要的。专职消防队不仅初步具备
了扑灭本单位初起火灾的能力，而且还在跨区增援、协助现役消防队扑救重特大火灾和
处置各类灾害事故，维护我国经济和社会发展中做出了突出贡献。但是，随着市场经济
的发展，专职消防队伍面临着许多新情况、新问题，队伍的生命力和战斗力受到冲击和
挑战，在“灭大火、打恶仗”等方面还远远达不到要求
改革开放以来，随着我国经济建设的飞速发展，民航业也步入了发展的快车道，作
为民航安全运营重要保障力量之一的消防队伍，重要性越来越凸显出来，越来越得到民
航总局、各航空公司和机场的重视，特别是在消防管理体制、机制，救援力量、装备的
建设等方面，取得了较大的成绩。但是在我国民航高速发展的进程中，尤其是在全球经
济一体化的进程中，民航消防事业发展中一些长期存在的结构性矛盾并没有缓解，保障
航空安全的压力持续加大
2004 年8 月新BY 国际机场正式启用，新环境、新设备、新的管理理念为BY 机场
的跨越式发展插上了腾飞的翅膀。飞机起降架次、旅客吞吐量和货邮吞吐量分别从2005
年的21.13 万架次、2339.9 万人次和75.1 万吨，增长到2010 年的32.92 万架次、4097.84
万人次和114.45 万吨，三大指标均呈两位数比例增长。同时，伴随着三大指标一起增
长的还有BY 机场消防接警出动次数，由2005 年的96 次增加到2011 年的188 次，增长
近2 倍，然而专职消防救援力量的增长幅度却非常小，消防工作滞后于企业经济发展的
问题突出的暴露出来，消防安全形势不容乐观，对企业的全面协调可持续发展造成了影
响。特别是创建“世界十佳服务机场”目标的实施，以及2011 年空客A380 巨型客机在
