摘 要
张家口市是河北省的一个农业大市，是我国经济落后地区之一。如
何有效地解决全市“农业增效，农民增收，农村稳定”这三大问题，关
系到全市经济能否快速、健康、协调的发展，关系到全面建设小康社会
的目标能否如期实现
本文从分析张家口市农业资源及其开发现状入手，通过对农业产业
化和区域经济发展理论中的区位理论以及可持续发展理论的阐述，研究
本市乳肉产业面临的发展形势和存在的主要问题。在此基础上，运用了
规划技术中线性规划的数学方法建立了张家口市乳肉产业规划模型，提
出了本市乳肉产业发展的战略目标和实现目标的相应对策。旨在探索一
条解决制约张家口市农业和农村经济发展的有效途径，并对解决全国普
遍关注的“三农问题”作一些粗浅的尝试

Abstract
Zhangjiakou City ,a large agricultural region in Hebei Province , is one of the
most backward economy areas of our country .So it is important to solve the problems
concerning raising efficiency of agriculture production, increasing farmers' income and
stabilizing the countryside situations. Thus this has great effect on whether the city's
economy can be developed in a rapid ,sound and harmonious way and whether we can
achieve the aim of building a well-off society in an all-round way in time.
This article deals mainly with the present state of agricultural resources and its
development . And it gives a further study of the developing situation and the main
problems in dairy industry of our city by stating the regional theory and continual
development which are included in the agriculture industrialization and locational
economic development theories .In addition, it establishes a planning modal of dairy and
meat industries in Zhangjiakou by using the mathematics method of linear
programming .It also gives the strategic aims and measures of the industries in our city.
It intends to seek a way to solve the problems that restrict the agriculture and country
economy of Zhanjiakou City and make a little attempt about how to solve the three
problems in agriculture concerned all over the country.
