摘要
项目评估是项目管理中一个非常重要的组成部分,其理论和应用的发展是随着社会
经济的发展而不断完善的。在实际运作中,为保证项目决策的科学性和实施的可行性,
确保建设项目以最小的投资消耗取得最佳经济效果,对项目进行科学、客观的评估是项
目投资决策必不可少的组成部分。

本文利用项目评估理论,阐述和分析了长兴渔港项目建设的背景、意义以及必要性,
然后运用项目评估方法,对长兴渔港项目的市场供求分析,确定项目的建设规模;通过
国内外主要渔港运营模式的介绍,确定本项目的运营模式;而后通过项目建设中的相关
数据,对项目的投资估算、成本费用、经济效益以及风险管理等方面进行了研究,并通
过一系列静态和动态指标的计算,分析了项目的盈利能力、抗风险能力,同时针对相应
可能出现的风险,提出了风险管理的对策。最后,得出项目可行的结论并对项目今后的
发展提出相关建议。

Abstract
Project evaluation is a very important part of the project management, the development
of the theory and applications with the socio-economic development and constantly improve.
In actual operation, in order to ensure the feasibility of the project decision-making and
implementation, and the construction of the project to achieve the best economic results with
minimum investment consumption, scientific and objective assessment of the project is an
essential part of the project investment decisions .
This paper used project evaluation theories to elaborate and analyse the background,
significance as well as the necessity of Changxing fishing port construction projects, and then
used the project evaluation methods to analyse the market supply and demand of Changxing
fishing port to determine the scale of construction projects, and through the introduction of
the operating mode of fishing port, to determine the mode of operation of the project. Then
estimated of the project's investment costs and economic benefits through project construction
data. In the meantime,analysing the profitability of the project and the ability to resist risks
through a series of static and dynamic calculation of indicators. And according to the different
possible risk, put forward risk management approach. Finally, drew conclusions and future
development of the project which is feasible to make relevant recommendations.
