摘要
随着我国改革幵放的不断深入和社会经济的飞速发展,政府统计的地位和
作用越来越重要,政府在开放经济和市场经济的高度复杂条件下领导经济社会
工作,对统计数据的质量要求越来越高,国内外社会各界对统计数据的质量也
越来越关注。与此同时,确保统计数据质量的难度也越来越大,各种利益主体
曰益多元化,各种思想观念错综复杂,各种经济行为多种多样,调查对象的配
合意识日趋淡薄,采集真实数据越来越困难的问题摆在各级统计部门面前。政
府统计数据面临前所未有的考验和挑战。

如何在错综复杂的环境中,更清醒地认清政府统计面临的问题,正确把握
数据质量控制的着力点是统计工作者的神圣责任。

本文从分析政府统计数据质量管理的沿革和现状入手,重点分析了当前数
据质量控制存在的主要问题和产生的原因,并以此为切入点,通过比较数据质
量管理和产品质量管理的异同,引进了产品质量管理的概念,以最基础的县级
政府统计数据质量控制为例,设计了一套政府统计数据质量管理的基本体系模
式,同时对该模式运行内外部影响制约因素及更宏观品发展影响要素进行了分
析论述,力求能够为政府统计数据质量的控制提供一些思想上和理论上的支持。

Abstract

situation, the focus of the current data quality control of the main problems and
causes, and as a starting point, by comparing the data quality management and
