科技创新平台的利益相关者网络管理策略研究——双案例纵向对比分析
摘要
当今世界百年未有之大变局加速演进,科学技术和经济社会发展加速渗透融合,
科技创新平台成为各国抢占科技创新制高点的重要依托。通过保持组织边界开放,科
技创新平台与企业、高校、研究机构等创新主体互动,与外部环境形成输入和输出关
系。创新主体异质性、关系多元化使其成为资源汇集地、“死亡之谷”桥梁的同时,
也带来了基础研究与应用开发双重目标平衡、多方合作下的搭便车行为等管理挑战。
本研究将分析主体属性、关系乃至网络特征的利益相关者理论引入,试图回答
“科技创新平台在不同发展阶段如何管理其利益相关者网络?”运用纵向对比案例研
究方法,本研究提炼出起点不同、终点相同的多主体共建与单一主体建设这两类科技
创新平台在发展过程中,其利益相关者网络演化的“多极化”与“点线面”两种路径,
并归纳出平台可采取的六种管理策略,由此构建利益相关者网络演化与管理策略模型:
(1)面临规模较小且关系紧密的网络,为吸引创新主体参与、获取异质创新资源,前
者采取多边协商策略,后者运用依附式合作策略;(2)协同整合阶段的网络呈核心-
边缘结构,为平衡基础研究与应用开发、解决信息不对称问题,前者聚焦于与边缘利
益相关者的二元关系强化,后者运用增强联合策略,将单链关系网络转变为多链关系
网络;(3)伴随网络规模与异质性的进一步提高,为实现动态性与稳定性的平衡,前
者联合核心利益相关者,共同对规模庞大的边缘利益相关者采取主导编配策略;后者
作为中间人,促进边缘利益相关者间的关系建立。
论文主要创新点:将利益相关者理论引入科技创新平台研究,基于资源属性识别
利益相关者以构建网络,为弥补利益相关者网络研究中存在的重整体结构属性、轻关
系与主体属性,贡献微薄力量;所归纳的六种管理策略适用于科技创新平台这一混成
公共与市场性质、强调利益联合的新情境,是对利益相关者管理策略现有研究的补充。

Abstract
Today’s world is experiencing a great change that has not happened in a century.The
integration of science and technology with economic and social development is accelerating.
Scientific and technological innovation platform becomes the power of countries to seize the
commanding heights of technological innovation.By keeping organizational boundaries open,
the platform interacts with heterogeneous innovation agents,and forms an input and output
relationship with the external environment.The heterogeneity of innovation agents and the
diversification of relationships make it a gathering place for innovation resources and a bridge
of “Valley of Death”.It also brings management challenges such as the balance between the
dual goal orientation of basic research and application development,free-rider behavior under
multi-party cooperation,and intellectual property ownership.
Introducing the stakeholder theory that analyzes agents’attributes,relationships and even
network characteristics,this study attempts to answer “How does a scientific and technological
innovation platform manage its stakeholder network at different stages of development?”
Through longitudinal comparison of case study methods,this study selects two types of
platforms with different starting points and the same end point:multi-agent co-construction and
single-agent construction,and extracts two paths of stakeholder networks’evolution:the
“multi-polarization”and “point-line-surface”.Six stakeholder management strategies that the
platform can adopt are summarized,thereby constructing a stakeholder network evolution and
management strategy model:(1)Faced with a small and close relationship network,in order to
attract external innovation agents to participate and obtain heterogeneous innovation resources,
the multi-agent co-construction platform adopts multilateral negotiation strategy,and the
single-agent construction platform adopts dependent cooperation strategy;(2)The stakeholder
network in the collaborative integration stage forms a core-periphery structure.In order to
balance basic research and application development,solve the problem of information
asymmetry,the multi-agent co-construction platform focuses on the dual relationship
strengthening strategy,and the single-agent construction platform adopts the enhanced joint

strategy to transform the single-chain relationship network into a network with multi-chain
relationships;(3)The scale and heterogeneity of the stakeholder network in the mature stage of
development have been further improved.In order to achieve a balance between network
dynamics and stability,in addition to maintaining the above management strategies,the multi-
agent co-construction platform combines other core stakeholder to jointly adopt a dominant
orchestration strategy for the large-scale marginal stakeholder.The single-agent construction
platform acts as tertius iungens to promote the establishment of relationships between periphery
stakeholders.
The main innovation of the paper:Introducing the stakeholder theory to research scientific
and technological innovation platform,identifying the stakeholders of the platform based on
resource attributes to build the stakeholder network,in order to contribute little power for the
gap that stakeholder network research emphasising on overall structural attributes,lighting on
relationships and agents’attributes.The six stakeholder management strategies summarized are
suitable for the new situation of the platform,which is a hybrid of public and market attributes
and emphasizes the combination of interests,therefore complements existing research on
stakeholder management strategies.
