摘要
在全球动荡源和风险点显著增多的局面下，制造业的安全稳定成为我国经济
平稳运行的关键一环。与此同时，积极打造一流营商环境是新时代背景下的重大命
题，作为激发市场主体活力的核心力量，营商环境为维护地区产业和经济安全，提
升制造业韧性提供了良好的外部环境。因此，本文基于营商环境的建设情况，探究
营商环境对制造业韧性的直接影响、非线性影响及内在机制，为我国防范和化解风
险挑战，稳步推进经济高质量发展指明了现实路径。
鉴于上述背景，本文以营商环境对制造业韧性的影响关系为研究重点，构建了
“影响机理-特征事实-效应评估-门槛效应检验-内在机制识别-对策建议”系统性研
究框架，逐步展开分析。第一，本文构建了营商环境对制造业韧性的影响机理，分
析了营商环境对制造业抵抗力、恢复力和革新力的直接影响，以及营商环境对制造
业韧性的非线性影响，并进一步探究了营商环境通过产业集聚、创新激励影响制造
业韧性的内在机制。第二，梳理我国营商环境和制造业韧性的发展现状，构建指标
体系测评营商环境和制造业韧性水平，为后续实证检验提供数据支撑。第三，基于
我国省际层面2008-2021年的面板数据，运用面板回归模型实证检验营商环境对制
造业韧性的影响机制及不同地理区位下的异质性表现，并进一步对门槛效应和内
在机制进行检验。第四，总结研究结论，并从优化营商环境出发，为提升我国制造
业韧性提出切实可行的政策建议。
研究发现：（1）我国营商环境和制造业韧性发展水平总体均呈上升趋势，空
间上呈现“东强西弱”的特征，区域差距近年来均有所降低。（2）营商环境能够
显著提升制造业韧性，且在中部和西部地区同样呈现正向促进作用，东部地区营商
环境对制造业韧性的作用不明确。（3）在全国和东部地区，营商环境对制造业韧
性存在单一门槛的非线性影响，门槛值分别为0.492和0.491，但中部和西部地区
不存在门槛效应。（4）产业集聚和创新激励是营商环境影响制造业韧性的内在机
制，营商环境可以通过促进产业集聚和创新激励进而提升制造业韧性。

ABSTRACT
In the face of a significant increase in global turbulence and risk factors,the safety
and stability of the manufacturing industry have become a crucial factor for the steady
operation of China's economy.Simultaneously,actively creating a first-rate business
environment has become a major proposition in the context of the new era.As a crucial
force in stimulating the vitality of market players,the business environment provides a
good external environment for safeguard regional industrial and economic security,as
well as enhancing the resilience of the manufacturing industry.Therefore,based on the
construction of the business environment,this paper explores the direct impact,non-linear
impact and internal mechanism of the business environment on manufacturing resilience,
and provides a practical path for China in preventing and mitigating risks and challenges,
as well as steadily promoting high-quality economic development.
Given the background mentioned above,this paper focuses on the relationship
between the business environment and the resilience of the manufacturing industry,
constructs a systematic research framework of "impact mechanism -stylized fact -effect
assessment -threshold effect verification -threshold effect verification-internal
mechanism identification -countermeasures and suggestions",and gradually carries out
analysis.First,This paper constructs the impact mechanism of business environment on
manufacturing resilience,analyzes the direct impact of the business environment on the
resilience,resilience and innovation of the manufacturing industry,as well as the non-
linear impact of business environment on manufacturing resilience,and further explores
the internal mechanism of the business environment's impact on manufacturing resilience
through industrial agglomeration and innovation incentives.Second,the development
status of business environment and manufacturing resilience will be reviewed，and the
index system will be constructed to evaluate the level of business environment and
manufacturing resilience，providing data support for subsequent empirical testing.Third,
based on the panel data from 2008-2021at the provincial level,panel regression models
will be employed to empirically test the impact mechanism of the business environment
on the resilience of the manufacturing industry and explore heterogeneous performances
in different geographical locations.Additionally,threshold effects and underlying
mechanisms will be examined.Fourth,the research findings will be summarized,and
practical policy recommendations for enhancing China's manufacturing industry

resilience will be proposed,starting from the optimization of the business environment.
The research findings indicate the following:（1）The overall development level of
China's business environment and manufacturing resilience show an upward trend,with
a spatial pattern of "strong in the east and weak in the west",although regional disparities
have reduced in recent years.（2）The business environment significantly enhances the
resilience of the manufacturing industry,and this positive effect is observed in both the
central and western regions.However,the impact of the business environment on the
resilience of the manufacturing industry in the eastern region is unclear.（3）On a national
scale and in the eastern region,the business environment has a nonlinear impact on the
resilience of the manufacturing industry with a single threshold,and the threshold values
are 0.492and 0.491.In contrast,there is no threshold effect in the central and western
regions.（4）Industrial agglomeration and innovation incentives serve as the intrinsic
mechanisms through which the business environment influences the resilience of the
manufacturing industry.The business environment can enhance manufacturing industry
resilience by promoting industrial agglomeration and innovation incentives.
