Study on measurement and promotion of
agricultural digitization level in Inner Mongolia

数字技术作为产业变革的催化剂,已经全面渗透到农业全产业链之中,有
力地驱动着我国农业由传统农业向数字农业转型。农业数字化是实现农业高质
量发展的有效路径,对改善农业发展的环境、促进农村地区生态可持续发展、
推动农村产业融合、提高农民福利具有重要意义。在政策指引下,当前内蒙古
地区农业数字化水平不断提升,但数字农业规模效益与经济效益未完全释放。
本文首先构建理论框架,界定农业及农业数字化概念,接着将产业融合理
论、内生增长理论、改造传统农业理论、产业链理论应用到研究之中。先对内
蒙古农业数字化发展现状进行定性分析,然后使用熵值法进行定量分析,构建
包含数字基础设施建设水平、数字资源投入水平和数字技术应用水平3个一级
指标以及17个二级指标的测度指标体系,得出内蒙古农业数字化水平测度体系
指标权重,并且得出综合评分结果和一级指标走势并分析其原因。然后将定性
分析与定量分析结论结合,梳理出当前内蒙古农业数字化存在的问题,最后根
据以上分析提出具有针对性的政策建议。
结果显示:由定性分析可知,内蒙古农业数字化发展势头良好,通信互联
网基础设施建设持续推进,农业信息共享机制不断优化,农业产业链数字化稳
步发展。由定量分析可知,指标权重方面,在一级指标中,数字技术应用水平
权重为0.4700,排名第一,数字资源投入水平权重为0.2860,排名第二,数字
基础设施建设水平权重为0.2439,排名第三,因此数字技术应用水平对内蒙古
农业数字化水平的影响较大,数字基础设施建设水平的影响较小。在二级指标
中,电信业务总量权重为0.1547,排名第一,乡村邮电局所权重为0.0246,排
名第17,因此电信业务总量对内蒙古农业数字化水平的影响较大,乡村邮电局
所的影响较小。综合评分方面,第一,2013年至2022年,综合评分整体呈现
上升趋势;第二,在2018年综合评分上涨迅速,内蒙古农业数字化水平实现跨
越性发展;第三,在2020年综合评分有所下降,在2022年综合评分有所回升,
表明内蒙古农业数字化在发展过程中遭遇挫折。一级指标走势方面,三个一级
指标的走势趋于一致,数字基础设施建设水平、数字资源投入水平、数字技术
应用水平均呈现上升趋势,其中数字技术应用水平提升速度最快,数字资源投
入水平提升速度最慢。
当前内蒙古农业数字化总体水平显著提升,但依然存在农业通信互联网基
础设施分布不均、农业数字化资源投入力度不足、农业数字技术应用能力有待
加强的问题,本文提出优化顶层设计、加强农业人才培育、强化数字及基础设
施建设、完善农业信息共享机制、提升农业数字技术应用能力的建议,为提升
内蒙古农业数字化水平贡献力量。

ABSTRACT
As a catalyst for industrial change,digital technology has fully
penetrated into the entire agricultural industry chain,and has effectively
driven the transformation of China's agriculture from traditional
agriculture to digital agriculture.Agricultural digitalization is an effective
path to achieve high-quality agricultural development,which is of great
significance to improve the environment for agricultural development,
promote the ecological sustainable development of rural areas,promote
the integration of rural industries,and improve farmers'welfare.Under
the guidance of the policy,the current level of agricultural digitalization
in Inner Mongolia is constantly improving,but the scale benefits and
economic benefits of digital agriculture have not been fully released.
This paper first establishes a theoretical framework,define
agriculture and agricultural digitization,agricultural digitalization and
smart agriculture,and then applies the industry integration theory,
endogenous growth theory,transformation of traditional agricultural
theory and industrial chain theory to the research.Firstly,the status quo
of agricultural digitalization development in Inner Mongolia was
qualitatively analyzed,and then the entropy method was used for
quantitative analysis.A measurement index system including three
primary indexes of digital infrastructure construction level,digital
resource investment level and digital technology application level and 17
secondary indexes were constructed,and the index weights of the
measurement system of agricultural digitalization level in Inner Mongolia
were obtained.The results of the comprehensive score and the trend of
the first level index are obtained and the reasons are analyzed.Then the
qualitative analysis and quantitative analysis are combined to sort out the
existing problems in the digitalization of agriculture in Inner Mongolia,
and finally put forward targeted policy suggestions based on the above
analysis.
The results show that the qualitative analysis shows that the
development momentum of agricultural digitalization in Inner Mongolia
is good,the construction of communication and Internet infrastructure
continues to advance,the agricultural information sharing mechanism
continues to optimize,and the digitalization of agricultural industry chain
develops steadily.According to quantitative analysis,in terms of index
weight,among the first-level indicators,the weight of digital technology
application level is 0.4700,ranking the first;the weight of digital
resource investment level is 0.2860,ranking the second;the weight of
digital infrastructure construction level is 0.2439,ranking the third.
Therefore,the application level of digital technology has a great impact
on the digitalization level of agriculture in Inner Mongolia.The level of
digital infrastructure construction has less impact.Among the secondary
indicators,the weight of the total telecommunications business is 0.1547,
ranking first,and the weight of the rural post and telecommunications
office is 0.0246,ranking 17th.Therefore,the total telecommunications
business has a greater impact on the agricultural digitalization level of
Inner Mongolia,while the rural post and telecommunications office has a
smaller impact.In terms of comprehensive score,first,the overall
comprehensive score showed an upward trend from 2013to 2022;Second,
the comprehensive score rose rapidly in 2018,and the digitalization level
of agriculture in Inner Mongolia achieved leapfrog development;Third,
the comprehensive score declined in 2020and rebounded in 2022,
indicating that the digitalization of agriculture in Inner Mongolia has
suffered setbacks in the development process.In terms of the trend of
first-level indicators,the trend of the three first-level indicators tends to
be consistent,the level of digital infrastructure construction,the level of
digital resource investment,and the level of digital technology
application are all showing an upward trend,of which the level of digital
technology application is the fastest,and the level of digital resource
investment is the slowest.
At present,the overall level of agricultural digitalization in Inner
Mongolia has been significantly improved,but there are still problems
