I 摘要 技术转移在国外已经由来已久，最近伴随科技服务业的快速发展以及分类的逐 步完善，技术转移服务已经是我国科技服务行业当中的一项重要 组成部分，近年来 也倍受国家的高度关注。S科技中心是河北省技术转移示范机构，经过10多年的发 展，当前已经处于成熟阶段，本文将基于价值链分析以及相应的研究为S科技 中心 业务发展提供更好的措施和建议。 本文基于S科技中心为研究对象，通过价值链理论对中心技术转移服务价值链 存在的各类问题进行深入的剖析，对有关概念和理论阐述的 原则上，就当前国内外 针对技术转移服务的发展现状进行了归纳和总结，选取了国外一些具有代表性的技 术转移服务的案例来进行论证，基于此原则上，对目前S科技中心技术转 移服务存 在的现状采取了有效的剖析，对S科技中心技术转移服务价值链的定位进行了准确 的论述。本文首先是基于中心简介，就在服务组织机构、服务流程、客户区域等对 该 中心的技术转移服务的价值链基础进行了详细的介绍之后，就其中存在的一些问 题予以阐明，比如科研能力薄弱、客户资源过于集中等。在此基础上，针对石家庄 市技术市场环 境展开分析，同时就S科技中心的价值链进行阐述分析，进而得出该 中心的价值链定位。随后，分别从内部价值链、服务价值链两个部分，对S科技中 心技术转移服务价值链进行 分析。最后提出了S科技中心技术转移服务的价值链优 化措施，其中包括内部价值链优化措施，以及价值链优化保障措施。 关键词 技术转移；价值链；服务；优化 Abstract II Abstract Technology transfer has a long history in foreign countries. With the rapid development of science and technology service industry and the gradual improvement of classification, technology transfer service has been an important part of science and technology service industry in China. In recent years, it has also been highly concerned by the state. S Science and Technology Center is a demonstration institution of technology transfer in Hebei Province. After more than 10 years of development, it is already in a mature stage. This paper will provide better measures and suggestions for the business development of S Science and Technology Center based on value chain analysis and corresponding research. On the basis of S Science and Technology Center as the research object, this paper analyzes all kinds of problems existing in the value chain of technology transfer service through value chain theory, summarizes the current development of technology transfer service at home and abroad, and selects some representative cases of technology transfer service abroad. Based on this principle, this paper analyzes the current situation of technology transfer service in S Science and Technology Center and discusses the positioning of technology transfer service value chain accurately. Firstly, based on the introduction of the center, this paper introduces the value chain basis of the technology transfer service of the center after the service organization, service flow, customer region and so on. On this basis, this paper analyzes the technology market environment of Shijiazhuang, and analyzes the value chain of S Science and Technology Center, and then obtains the value chain positioning of the center. Then, from the internal value chain and service value chain, this paper analyzes the technology transfer service value chain of S Science and Technology Center. Finally, some measures to optimize and improve the value chain of technology transfer service in S Science and Technology Center are put forward.
