摘要 随着西部大开发的实施,广西经济发展较快,相应的电力需求 增长也较快。据估计,2010 年广西全社会用电量为 50000GWh,较 2005 年增长 55%,“十五”期间由于铝矿业扩建及其它大企业用电增 加较多,广西用电需求增幅较大。为了满足负荷不断发展的需要,规 划建设 L 电厂是十分必要的。如果不建设 L 电厂及其它火电,广西电 网缺电将很严重,还会出现广西与广东争购西电的局面,直接影响到 向广东送电战略目标的实现。为此,建设 L 电厂对解决广西“十一五” 期间用电问题是十分必要的。 本文从 L 电厂建设的各个组成部分的细节出发,结合当前国内 各项科技水平、政策规范、广西实际自然环境及条件,通过收集大量 资料,多角度进行深入研究、阐述,论证了此项目的初步可行性。主 要研究的内容有,广西电力系统现状、L 电厂建设的必要性、燃料供 应及运输、厂址选择、八大系统解决方案以及烟气脱硫、环境保护、 水土保持、投资估算经济效益分析等方面。通过本文的论述,将为股 东方和将要在广西沿海投资电厂及相关行业的企业家们提供了投资 战略发展的重要依据,同时也为其他产业投资的可行性提供了一手资 料。 本文结论认为, L 电厂的建设具备可行性。 从市场经济的角度考虑,如果不建设 L 电厂,广西电网缺电将很 严重,还会出现广西与广东争购西电的局面,直接影响到西电东送广 东战略目标的实现。为此,建设 L 电厂对解决广西“十一五”期间用 电问题是十分必要的。 从国家电网发展规划战略的角度考虑,目前,广西电网电源中水 电比重大,如无相应的火电建设,以径流电站为主的水电比重将进一 步加大,使电网运行困难;另外,广西电网主要电源分布在广西的中 西部,而桂南、桂东南地区没有大的电源点,电力远距离输送供电可3 靠性较差。因此,建设 L 电厂对改善电网电源布局与结构,增加调峰 能力,将起到重要的作用。 从 L 电厂建设的选址及各个系统建设可行性的角度考虑,本工程 厂址建厂条件良好,厂址条件适合工程建设,厂址工程地质条件及稳 定性良好,不易发生地质灾害。L 电厂推荐选用大同塔山煤是合理的。 根据国内技术水平结合 L 电厂厂址的实际情况,各个系统的建设同样 具备可行性。 从本投资估算及经济分析的角度考虑,本项目工程静态单位投资 为 4155 元/kw,投资是合理的,电厂的上网电价有较好的竟争能力, 项目经济效益是较好的,具有一定抗风险能力。 从环境保护的角度考虑,本期工程同步建设烟气脱硫设施,脱硫 效率≥90%;采用静电除尘器除尘效率≥99.82%,同时采用石灰石— —石膏湿法烟气脱硫后还能提高烟尘的脱除效率;各类污水经处理后 重复使用或达标排放,污染物的排放量很小,是清洁的具有环保效益 的工程。 关键词,电厂;建设;可行性 ABSTRACT4 Following with the great developing of western region, economic development in Guangxi province increases quickly, the homologous electric power need growth also expands quickly.It is reported that the whole Guangxi province electricity use will account to 50000 GW.H in 2010, increasing 55% compared with 2005. Because of the aluminum mineral industry has been extended and other big business enterprises have increased electricity use, Guangxi electric power need will increase bigger during “15” periods.For meeting the need of electric burden developing, programming constructing the L power station is very necessary.If we don't constuct power station of L and other fire electricity plant, the charged barbed wire net of Guangxi will lack electricity seriously, it will appear Guangxi and Guangdong both buy the west electricity.It will directly affect the realization of Guangdong sending electricity strategic target.For resolving Guangxi 15 periods electric shock problem ,constucting L power station is very necessary. This text will set out from the details of each part,combining current local science and technology level, policy norm, Guangxi actual natural environment and condition,5 pass to collect a great deal of data, have many angles to carry on the thorough research and argument to discuss initial possibility of this item.The contents of the main research have: the electric power system present condition of Guangxi,the necessity of contrucing the L power station, the fuel supply and transportment, the L power station construction sites choice, the eight greatest systems solution and smoke takeing off the sulphur, environmental protection, water and soil conservation and invests to estimate the economic performance analysis etc. With the textual expressing, I will provide investment importance of the strategic development for shareholders investing power station along sealine and related professionals, also provided the skill data for the possibility that other industries invest. This text concludes that the constructing of L power station has the possibility. Considering from market oriented economy, if we don't constuct the power station of L, the charged barbed wire net of Guangxi will lack electricity seriously.It will appear Guangxi and Guangdong both buy the west electricity tightly.It will affect the realization of the west electricity east sending strategic target directly. For resolving Guangxi 156 periods electric shock problem ,constucting L power station is very necessary. Considering from the national charged barbed wire net developing program ,currently, the water gives the specific weight in the charged barbed wire net power supply of Guangxi, such as have no homologous fire electricity construction, the path galvanism station for lord of water giving specific weight will further enlarge, making the charged barbed wire net movement difficult.Moreover, the main power supply distributes in western region of Guangxi, there is no big power supply in southeast region to order, the credibility of electric power long-distance transporting is not easy.Therefore, the constructing L power station will improves power supply layout and structures , it will adjust the ability of busy time, it will take the important function. Considering from the L power station sites choices and possibility of each system constructing, the condition of this engineering factory setting up factory is ideal, the factory site condition is good for engineering constructing, the factory site engineering geology condition and stability are excellent, it is not easy to occurr geologic disaster.The L power station recommend that Datong tower mountain coal is7 reasonable.Combining the actual circumstance of the L power station factory site and local technique level, the construction of each system has the possibility. Considering from investment and the economic analysis, this item engineering static state unit accounts to 4155 RMB/kw, the investment is reasonable, the electricity price has goof competetion, the economic performance is more good of, it has certain anti- risk ability. Consider from environmental protection, this item constructs the engineering synchronous smoke taking off the sulphur facilities, taking off sulphur efficiency ≥ 90%.Adopting the static electricity dustoff machine sweeps dust efficiency ≥ 99.82%. Adopting the limestone- gypsum wet method smoke taking-off can raise the smoke and dust to take off.After each kind of dirty water handling or reaching the standard, we can reuse them or exhaust again, the quantity pollutant exhausting is very small,It is the engineering of the environmental protection performance detergently.
