I 摘要 随着我国经济的不断发展,土地资源日益紧张,但土地资源也面临着结构性 不合理的问题,部分地区建设用地紧张但部分地区却出现建设用地过剩的问题。 因此,在新的历史时期,在合理置换的模式下,土地资源将会得到更加合理的利 用。而在土地置换过程中,需要对置换的可行性进行研究,以避免出现土地置换 不科学,居民反对等问题,所以本文主要是以 X 区城乡建设用地增减挂钩项目作 为研究工作的重点对其中的相关问题进行深入的分析,着重对项目成立的总体思 路、社会效益、经济评价、财务状况评价等进行研究,并综合论证得出研究结 果,为本项目进行全面的开展提供切实可行的决策,以使土地资源得到切实有效 的利用。 本文先是阐述了本课题的研究背景、意义以及我国和国外的研究成果,本文 的研究内容和研究方法等,然后对全文的研究理论进行了概括。另外,关于 X 区 城乡建设用地增减挂钩项目背景等方面的知识,笔者也进行了相应的研究工作, 期望可以通过对经济,财务和社会效益等方面的评价,为研究本项目提供切实可 行的依据,促进项目的顺利实施。本文通过对项目的概况进行介绍,对 X 区进行 土地增减挂钩项目的必要性,实施的原则和基础条件进行了分析。在此基础上, 本文对 X 区城乡建设用地增减挂钩项目进行了评价,对本项目的基本功能、建设 内容、建设方案项目的社会效益,经济评价,财务状况等进行了分析。提出项目 的实施是可行的。最后,本文为项目的发展提供了可行的建议,主要是从组织等 层面提供了有力的保障,明确农民居住区的项目的建设标准,强化公众参与力 度,加强法制监督等措施,以更好的推动和保障项目的实施。 关键词,城乡,土地增减,挂钩,AHPABSTRACT II ABSTRACT With the continuous development of China's economy, shortage of land resource, but land resources is also facing structural problems of unreasonable, in some areas of land but have occurred in some areas of construction land in excess of the problem. Therefore, in the new historical period, in the mode of reasonable replacement, the land resources will be more rational use. In the process of land replacement, need the feasibility of replacement in the study, in order to avoid land replacement is not scientific, residents and other issues, so this article is based on the X area of urban and rural construction sites linked to the project as the focus of the research work on issues related to the in-depth analysis, research focuses on the establishment of project the general idea, social benefit, economic evaluation, financial evaluation, and comprehensive analysis of the results obtained provide feasible comprehensive decision-making for the development of this project, so that the land resources can be utilized effectively. This paper first describes the research background, significance and research results in China and abroad, the research content and research methods of this paper. In addition, on sites linked to the project background of urban and rural construction area of X knowledge, the author also carried out some research work, expected to pass on the economic efficiency of enterprises, financial and social evaluation, to provide the basis for the study of this project, to promote the smooth implementation of. This paper introduces the general situation of the project, and analyzes the necessity, the principle and the basic conditions of the X project. On this basis, the X area of urban and rural construction land linked to the project evaluation, economic evaluation of the project's basic function, construction content, construction project, social benefit, financial condition is analyzed. The implementation of the project is feasible. Finally, this paper provides feasible suggestions for the development of the project, mainly from the organizational level to provide a strong guarantee, farmers clear the residential project construction standards, and strengthen public participation in efforts to strengthen the legal supervision and other measures, to better promote and protect the project.
