1.0.1项目概述
本项目位于福建省泉州市洛江区境内，东临洛阳江入海口，经千年洛阳桥
与对岸的惠安县洛阳镇隔江相望；西靠山体公园；北接324国道；西部以规
划（但未建设）的滨江路为界，总规划面积51.27公顷
桥南，一个具有千年历史的闽南村落，曾经是中国海上丝绸之路的起点
而今，当年的万国商贾云集、桅林帆海摇曳的盛景，历经沧海桑田已渐渐
归为沉寂、平静和些许衰败……而一条以桥南古街为主体联结不同时期的
历史建筑凝炼成村庄的筋骨和脉络，依稀掩映出当年曾经的辉煌和繁荣
2004年，泉州市政府提出申报海上丝绸之路世界文化遗产的宏伟计划，使
本项目充满无限契机。洛阳桥及其包括桥南村在内的周边地区作为重要的
海丝遗产保护地，其建设和发展呈现挑战和良好机遇
本项目正是在此背景条件下展开
1.0.1 Bascic information of Project
The site is located in Luojiang District, Quanzhou City in Fujian Province. It is
close to the Luoyang River estuaryan on east; through the ancient bridge over-
looking the Luoyang Town on the other side of the river. It abuts to mountain park
on west; meets Route 324on north; and ends on south at proposed Riverside
Road. The planning covers approximately 51.27Ha.
Being an ancient village with thousand years history and the starting point of
Sea Silk Road in Ancient China, Quanzhou used to be very prosperous, with
merchants and goods from all over the world. The past resplendence can still be
felt from the well-preserved city structure witha main streetand many historic
building aside.
On 2004 Quanzhou Goverment raised a proposal to apply the World Cultrual
Heritage with Sea Silk Road, and made Luoyang Bridge and Qiaonan Village the
preservation area. This proposal took great opportunities to Qiaonan Village, and
our project was brought on board with this backdrop.

通过本项目第一、二阶段的研究与沟通，本项目的项目定位为：
适宜发展文化生态旅游的闽南千年历史村落
本项目的概念规划设计,拟达到以下几个方面的目的：
1．保护发现历史文化资源，延续传承历史文脉
2．通过合理开发，形成新产业，改善村民生活环境和水平
3．为城市提供特色体验空间和场所，恢复古村生机和活力
4．提供可持续的发展框架和途径
1.0.2 Project Position and Goals
The Position of this Project would be:
A Thousands-year Village, Fit for Develop Cultural/Ecological Tourism.
The concept plan isto achieve goals as follows:
1. To preserve historic and cultural resource; to continue the historic context
2. To improve the resident living enviroment and living quality by proper development.
3. To create space and place with local identity and rejuvenate the ancient village.
4. To provide a sustainable development frame and method.
1.0.3 现状问题及其原因
多年的自然生长状态、缺乏系统的规划和有效的管理，使桥南村整体风貌
略显混乱；居住环境和生活水平低下、新建建筑造成了对历史街区整体尺
度、色彩和建筑外观较大地威胁和破坏、村落发展呈现窘境。其内在原因
归纳成以下几点：
1、历史资源未得到全面认识和保护利用，加之缺乏有效的投入和管理，
历史价值正渐渐失却
2、社会经济的不断发展，村民改善现状生活条件的需求与历史街区保护
之间的矛盾缺乏协调机制
3．生态环境改变，周边地区的发展压力，传统生活方式面临挑战；
1.0.3 Existing problems and reasons
Having been growing without much control through centuries and lacking of
efcient planning and management, the existing Qiaonan Villiage presents a
disordered look: the general living enrionmental quality and living quality are
poor; some irresponsible new buildings broke the harmony of scale, color, build-
ing facade and visage of the historic district. The reasons are bacially from three
aspects:
1. The value of historic resource is been lost because people didn’t fully und-
stand and took good advantage of the historic resource, plus lacking of invest-
ment and effective management.
2. The growing conict between improving living quality and historic distric pres-
ervation.
3. Traditional living style is facing the survival crisis with the pressure of social
development, ecological envrionment changes.

本项目与周边地区的协同共生，古村历史文脉的传承和时代活力的可持续
发展

业发展，逐步形成活力为主要目的

Inherit the cultrual spirit of MinNan
Taking the advantage ofSea Silk Road revival by cooperation with local com-
munity, this proposal is hoped to establish a preservation framework and a
devleopment guideline, to better understand and value the unique historic and
cultural resource,and to create a co-exist mutal circumstance for the sustain-
able development of the area.
①Short term: to establish a preservation and devleopment framework, im-
prove the environment and local industry development.
② Long term: to create an ecological balanced, vital, well-developed setting for
community development.
