摘要
乡土建筑承载着人类生存繁衍的痕迹，具有很高的历史文化价
值、社会经济价值和考古研究价值。习近平同志强调：“要正确处理
保护历史文化和村庄建设的关系，对有价值的古村落、古民居和山水
风光要进行保护、政治和科学合理地开发利用。”

建德是浙西文化和
徽派文化的交融地，有着丰富悠久的历史，传统村落资源非常丰富，
类型众多。但是，随着城镇化建设的推进，古村落正处在濒临消亡的
边缘

本论文通过实地考察和理论研究来分析位于建德市的国家级文
物保护单位新叶古村的开发模式。新叶村从开始保护到现在已经有
30 多年的历程，在这个过程中，村落的旅游业从未得到过很大的发
展甚至一度停滞，古建筑也没得到应有的保护和修缮。是什么制约了
新叶村的开发利用这是本论文研究的问题。古村落的特殊性决定了在
产权制度、经营管理、保护开发等方面都不同于其他的旅游地。政府、
开发商、村民等相关利益主体之间的矛盾突出，也导致了村落发展停
滞的现象

论文通过对利益主体的分析，结合新叶村自身的实际情况探索出
适合该村落的开发模式：政府主导、企业管理、百姓参与的运作方式
和管理机制。该模式也被专家称为“新叶模式”，可以用于全县古村
落发展的推广。乡土建筑保护与开发的工作是挑战与机遇并存，危机
和生机同在，需要我们多方配合，共同努力，切实加强传统村落乡土
建筑保护、非物质遗产抢救，自然生态资源保护等工作，推动传统村
落的可持续发展

Abstract
Vernacular architecture bears the traces of human survival and reproduction, with a
high historical and cultural value, social and economic value and archaeological
research value. Comrade Xi Jinping stressed: we should correctly handle the
relationship between the protection of historical and cultural village construction, the
village value falls, ancient houses and landscape should be protected, political and
scientific and rational development and utilization. Jiande is a blend of western
culture and Huizhou culture, there is a rich history of traditional villages, many types
of resources are very rich. However, with the progress of urbanization, the village is
on the verge of extinction.
This paper through on-the-spot investigation and theoretical study in Jiande city in the
national cultural relics protection units of xin ye village development mode. Xin ye
village protection from the beginning to now have 30 years of history, in this process,
the village tourism has never been great development even once stagnant, ancient
buildings did not get proper protection and repair. What restricts the development and
utilization of xin ye village is the problem that this paper needs to study. The
particularity of ancient villages are different in the decision system of property right,
management, protection and development in other tourist destinations. The
contradiction between the government, the developer, the villagers and other
stakeholders is outstanding, which also leads to the phenomenon of village
development stagnation.
Based on the analysis of the main interests and the actual situation of the xin ye
village, this paper explores the development model suitable for the village:
government led, enterprise management, people&39;s participation in the operation and
management mechanism. The model has been become xin ye mode, can be
extended to the development of ancient villages in the county. The protection and
development of local construction work is a challenge and opportunity, crisis and
vitality, we need more coordination, joint efforts to strengthen the traditional village
building protection, intangible heritage, natural ecological resources protection work,
promote the sustainable development of traditional villages.
