摘要
作为我国城市土地开发的一个创新,土地一级开发对于解决我国城市建设过程中
占用耕地面积之间存在的矛盾,有效促进土地节约,提高单位土地面积利用效率,加
快我国城乡统筹都发展具有重要意义。但是,随着城镇化的发展,土地一级开发需求
越来越大,同时要求也更高。土地一级开发的巨大资金需求,以及开发中拆迁、运作
效率等问题,为当前我国的土地一级开发工作带来了巨大的挑战。所以,对我国在土
地一级开发中存在的问题进行分析,探索出在新的形势下科学合理有效的开展土地一
级开发工作也就具有重大意义
本文运用文献研究和对比分析以及案例研究法。首先从本文研究的背景和意义入
手,然后对国内外关于土地一级开发和PPP模式的研究和实践相关研究资料进行了
综述,在此基础上确定了本文的基本研究思路以及所采用的方法。第二部分,对PPP
模式相关定义进行了总结,同时对PPP模式的相关理论基础,政府失灵理论、公共
产品选择理论、委托代理理论对PPP模式的理论支撑进行了分析,还对PPP模式的
基本特征进行了分析,提出了具有合作伙伴关系、风险分担、利益共享这三个基本特
征。在此基础上,对PPP模式基本运作思路进行了阐述。另外,对于土地一级开发
的含义和特点进行了分析,对目前我国土地一级开发现状进行了描述。第三部分,首
先对传统土地一级开发模式和PPP模式下土地一级开发进行了对比,说明PPP模式
应用到土地一级开发的优势主要体现在:有利于在土地一级开发中拓宽融资渠道,合
作参与实现资源优势互补,通过合作实现政府职能的转变,同时对其政策层面和操作
层面的可行性进行了分析。第四部分,重点对在土地一级开发中引入PPP模式如何
运作进行了分析,特别是对在土地一级开发PPP模式运作的基本程序以及其中资金
运行等进行了详细分析。第五部分,是案例部分,在这部分中对重庆市DZ集团DYZ
PPP项目进行了介绍,从其基本情况到项目的基本运作程序和一级开发PPP模式中资
金的运行等都进行了介绍。第六部分,在总结前述案例基础上,提出了重庆市DZ集
团DYZ PPP项目模式如何在土地一级开发中做好风险与收益分析的一些建议。论文
最后对整个研究进行了总结,同时提出对PPP模式应用到土地一级开发中在政策、
管理以及操作层面上的建议
本文的研究,更多是分析在一级开发中如何引入PPP模式做一个基本分析,同
时结合重庆DZ集团DYZ项目在一级开发中应用PPP模式的先行实践做一个分析,
为今后土地一级开发中运用PPP模式如何既符合国家监管的要求,又能有效的促进
土地一级开发工作提供参考

Abstract
As an innovation of China's city land development, land development for city
construction in China for the contradiction between the occupation of arable land,
effectively promote land conservation, improve land use efficiency, the acceleration of
China's urban and rural development is of great significance. However, with the
development of urbanization, the demand for the first-class land development is increasing,
and the demand is higher at the same time. The huge demand for funds and the demolition
and operation efficiency of land development have brought great challenges to the
development of land in China. Therefore, the analysis of the problems existing in the the
first-class land development in China is of great significance to explore how to carry out
the first-class land development scientifically and rationally under the new situation.
This paper uses literature research, comparative analysis and case study. First, we
introduce the background and significance of this study. Then we review the relevant
research data about land development and PPP mode research and practice at home and
abroad, and then we confirm the basic research ideas and the methods adopted in this paper.
In the second part of the PPP schema definitions are summarized, and the related
theoretical basis of PPP model, government failure theory, public choice theory, the
principal-agent theory for the theoretical support of PPP model are analyzed, the basic
characteristics of PPP model were analyzed, proposed a partnership, risk sharing, the three
basic characteristics of shared interests. On the basis of this, the basic operation ideas of
PPP model are expounded. In addition, the meaning and characteristics of the first-class
land development are analyzed, and the present situation of the first-class land
development in China is described. The third part, firstly, the traditional land development
mode and PPP mode of land development were compared, indicating that PPP model
applied to the land development advantage is mainly reflected in: to broaden the financing
channels, the first-class land development in cooperation to achieve complementary
advantages of resources, through the transformation of government functions at the same
time, the feasibility of the cooperation, policy level and operational level are analyzed. The
fourth part focuses on the analysis of how to introduce the PPP mode in the first-class land
development, especially the basic procedures of the PPP mode operation and the operation
of the funds in the first-class land development. The fifth part is the case part. In this part,
we introduce the PPP project of Chongqing DZ group, from its basic situation to the basic
operation procedure of the project and the operation of the first-class land development。
