加强价格认定工作的风险管理研究，有利于促进事业单位风险管理和价格认定
风险管理等理论研究的深入，有利于保证障价格认定工作人员的合法权益，促进价
格认定工作的顺利开展
本研究综合运用案例分析法、问卷调查法、专家访谈法等，在分析风险管理相
关理论的基础上，结合价格认定工作实际情况，参考财政部《行政事业单位内部控
制规范（试行）》有关要求，借鉴美国 COSO 的 ERM 框架和国资委《中央企业全面风
险管理指引》有关规定，尝试构建了价格认定工作全面风险管理框架，包括构建价
格认定工作风险管理组织、价格认定工作风险识别与评估、价格认定风险管理决策、
价格认定工作风险管理文化建设、价格认定工作风险管理活动的监督与改进等方面
的内容
本研究提出如下具体建议：组建价格认定工作机构风险管理领导小组及办公室，
具体负责开展本单位的风险管理工作；对价格认定风险形成原因的分析，既要考虑
到客观因素，又要考虑到主观因素；在对价格认定工作风险进行评估时，首次建议
建立价格认定工作风险分级制度；在进行价格认定工作风险决策时，要对可能采取
的应对方案进行评价，选定措施，积极应对；要加强价格认定工作风险管理文化建
设力度，强化从业人员风险意识和风险应对能力；价格认定工作的风险管理活动应
当建立监督检查机制，及时改进，提升风险管理水平等
价格认定工作全面风险管理框架的构建和具体建议的提出，有助于指导各级价
格认定机构开展风险管理工作，促进价格认定工作进程，具有一定的理论意义和实
际应用价值

Abstract
With the continuous development of China&39;s socialism and the deepening of the
reform process, risk management has been gradually valued and used by the
administrative organs,companies and public institutions. Price determination emerges
from the requirements for adapting socialist market economy, and the complexity and
importance of it determines its high risk. In 2003, the incident of pricy grapes pushed
the Price Certification Center into spotlight.
Strengthening the research on price determination in risk management can promote
the in-depth study on institutions risk management and risk management of price
determination, ensure the legitimate rights and interests of the price determination staffs,
and boost the smooth development of price determination.
This research used case analysis, questionnaire survey, expert interviews, etc.. Based
on the analysis of risk management theory, combined with the practical situation of price
determination, took relevant provisions on Internal Control Standards of the
Administrative Institutions (Trial Implementation) of Chinas Ministry of Finance and
ERM framework of United States COSO and Central Enterprises Comprehensive Risk
Management Guidelines of SASAC for reference. Trying to build a comprehensive risk
management framework of price determination, including the construction of risk
management organization of price determination, risk identification and evaluation of
price determination, risk management decision of price determination, culture
construction of risk management of price determination, supervision and improvement of
risk management activities in price determination, etc..
The research proposes the following specific recommendations: to set up risk
management leading groups and offices in price determination institutions; to analyze the
reasons for the formation of price determination risk, not only consider the objective
factors, but also the subjective factors; firstly suggest to establish grading system of the
risk when assessing the risk of price determination; to evaluate the solutions may be taken
when making risk decisions of price determination, selecting the proper one andIV
positively coping with; to strengthen the risk management culture construction of price
determination and enhance risk awareness and capacities to respond to risk; to establish
the supervision and inspection mechanism in risk management activities of price
determination, solving them in time, enhancing risk management level, and so on.
The construction and the specific suggestions on the comprehensive risk
management framework of price determination help in guiding all levels price
determination institution price to carry out risk management, promote the price
determination process, and have a certain theoretical significance and practical value.
