所以论文选取土耳其AY高铁项目为研宄对象,对海外工程项目物资采购合同
全面管理、合同管理体系、信息化合同管理等方面进行了深入研宄和探讨。论文
通过对土耳其AY高铁项目管理的研宄,对贯穿国际EPC工程项目物资采购、工
程项目施工、开通、运行全过程的物资采购合同管理进行分析,探宄在面临与国
内迥然不同的文化、政治、经济和自然环境,在法律事务、语言、业务综合型人
才匮乏情况下,如何有效进行海外工程项目物资采购合同管理
本研宄的创新性体现在:(1)提出海外工程物资采购合同全面管理的理念;
(2)提出从合同管理制度和组织体系入手强化物资采购合同管理控制;(3)基
于供应链视角进行国际工程物资供应商关系管理
本文的贡献体现在:对国际工程物资采购合同全面管理、合同管理体系、供
应商关系管理以新的视角进行研究,探寻提升工程物资采购合同管理效率和效益
的有效途径,对我国建筑工程企业参1J海外工程市场竞争,进行工程物资采购合
同管理有一定的启示和借鉴意义

ABSTRACT
ABSTRACT
The development of global economic integration has promoted the prosperity of
the international engineering market. The continuous expansion of international
engineering market has provided a good opportunity for China to compete in the
international engineering market. EPC, as a general engineering contracting
management mode, is commonly adopted in international projects. About 50 —70% of
the total cost of an EPC project goes to the materials procurement cost. Material
procurement contract management is a systematic project, covering a whole process
from Invitation for Bids for Goods and Materials, Bid Evaluation, Negotiation and
signing of Contract, Contract Execution, Claim, Settlement of Disputes until Final
Termination of Contract. At present, studies of international EPC project management
focus more on materials procurement management and project contract management,
while less on materials procurement contract management.
In this thesis, Ankara-Istanbul High-speed Railway Project in Turkey is chosen as
the object of study to go into and discuss the contract management system of materials
procurement, human resources management, contract risk control and supplier
relationship management in an international EPC project. By studying the
above-mentioned project, the author analyzes materials procurement contract
management which runs through the overall process of an EPC project from
procurement, construction, opening to operation, and explores how to effectively
administrate materials procurement contracts of international projects when confronting
an environment widely different from the native country in culture, politics, economy
and nature, and under the circumstance of lacking versatile talents with combined
knowledge of law, language and profession.
The innovation of this study is reflected in the following three aspects: (1) the
concept of comprehensive management of international engineering materials
procurement contracts is put forward; (2) it is proposed to start with the control system
and the organizational system of contract management to strengthen risk control of
materials procurement contracts;(3) it is suggested to administer international
engineering material supplier relationship based on the supply chain perspective.
The contribution of this thesis is as follows: it makes studies of the comprehensive
management of international engineering materials procurement contracts, human

resources management, risk management and control as well as supplier management
from a new point of view, and explores ways of effectively improving the efficiency and
benefit of material procurement management. Such studies and exploration provides
certain enlightenment and reference for Chinese constructional engineering enterprises
to compete in international engineering marketplace and well administer engineering
materials procurement contracts.

1.1研究背景及意义
1.1.1研究背景
随着全球经济一体化进程不断深化,海外工程市场不断发展。目前,逐渐形
成以亚太、北美、欧洲、非洲、拉美、中东六个主要区域的海外工程承包市场
根据美国的《工程新闻记录》的预测,全球国际工程建筑承包商海外营业额近几
年将以约每年15%的速度增长
近年,国家提出了“一带一路”、“走出去”的国家战略,将在沿线地区进
一步促进区域经济要素的自由流动,提升资源配置效率和市场深度发展融合。虽
然,我国建筑工程承包企业海外工程承包起步晚,但改革幵发以来己取得了长足
的进步。根据商务部对外投资和经济合作司公布的统计数据,2015年度我国对外
承包完成工程业务营业额1540_7亿美元,同比增长8.2%,新签工程合同额2100.7
亿美元,同比增长9.5%; 2016年度我国对外承包完成工程业务营业额10589.2亿
元人民币,同比增长3.5%,新签工程合同额]6207.9亿元人民币,同比增长16.2%
海外建筑工程承包良好的发展形势吸引越来越多的工程建筑企业加入到海外
市场的竞争。为了更好地应对生存的挑战和发展的机遇,所有的工程承包建筑企
业都在努力提高自身的项目管理水平,以获得一定的竞争优势,在海外工程市场
竞争中获得更大的份额。目前,国际工程一般采购用EPC工程总承包管理模式,
对国际EPC工程项目而言,物资采购成本约占到工程总成本的50-70%。物资采购
管理作为海外工程项目管理的重要组成部分,成为了国内外学者和工程建筑企业
研宄的热点。在海外工程承包项目中,由于工程建筑企业普遍采用全球化工程物
资采购战略,海外工程承包项目所需的材料、设备等工程物资需进行全球范围内
进行采购,不得不面临更为复杂的环境风险。如何有效地管控海外工程物资采购
风险,确保工程项目的进度、质量、效益目标,值得进行深入研究。目前,一些
国内外学者和工程建筑企业己经在物资采购管理方面进行了一系列的研宄,大家
借鉴制造生产行业的供应链管理理念,结合工程项目管理的实际,对工程物资采
购过程中的物流、资金流和信息流进行有效控制和管理,大大提升了物资采购管
理的效率和效益
我国海外工程承包建筑行业经过多年的发展,在海外工程市场份额上取得了
