摘要
如今有关第四方物流的研宄有很多,但大部分集中在公路物流领域,很少延
伸到港口物流行业,有限的港口第四方物流的研究也以理论分析和系统功能的搭
建为主,忽略或淡化实体平台的开发必要性。本文基于第四方物流的理论基础,
拟设计一个能整合天津港物流资源,实现公路和水路,线上和线下有机结合的物
流平台

首先,本文通过对天津港及周边物流现状进行调研分析,发现随着天津港货
物吞吐量持续增长,由于港区内、外部物流运输缺乏有效衔接,导致车源和货源
信息沟通渠道不畅,单程空驶现象突出,物流周转效率较低,使运输成本大幅增
加。同时,由于大量运输车辆处于无序管理状态,缺乏运输计划性,对港区内、
外交通秩序带来极大压力,经常出现道路交通拥堵现象

随后,本文从不同层面分析发展传化公路港物流模式的市场需求及预期效果,
结合天津港具体情况,通过SWOT方法分析引入传化公路港物流模式的可操作性,
并创新一种可以集物流、信息、交易及金融服务于一体的公水联运的第四方物流
平台,通过线上合作开发信息交易系统,线下建设公路港实体平台,最终实现线
上线下(020)业务模式,提高“车”、“货”在天津港的周转效率,降低车辆空
驶率,实现运输车辆“双重功能”,降低综合物流成本。同时,有效缓解交通压
力,促进天津港集疏运体系进一步向网络化、信息化、智能化发展,解决港城交
通矛盾日益凸显问题,提升天津港物流环境水平和综合物流服务竞争力。最后,
本文结合港区发展现状进行统筹规划,设计开发进度及具体保障方案,并根据市
场调研结果对业务和收益情况进行定量分析

ABSTRACT
Now there is a lot of research about fourth party logistics, but most of them focus on
the road logistics field, rarely extending to the port logistics industry, the port of the
Fourth Party Logistics Limited mainly to build a theoretical analysis and system
function development, ignore or downplay the need for solid platform. Based on the
theoretical basis of the fourth party logistics, this paper intends to design a logistics
platform which can integrate the logistics resources of Tianjin port and realize the
organic combination of road and waterway, online and offline.
First, this article analyzes the logistics status of Tianjin Port and its surrounding area
and finds that with the development of Tianjin Porfs cargo throughput there isn9t direct
connection between the information of truck resources and cargo resources due to the
lack connection between the intonal and external logistics. Transportation cost
increased by a wide margin because of serious one-way transportation and inefficient
logistics system. Moreover, since most of the transportation trucks are in a disordered
state of management and lack transportation plan, it is obvious that the pressxare of
traffic order is very high and the phenomenon of traffic jam is common. The Transfer
Road Port Mode focuses on 4Road Logistics Integrated Platform Operator5 and plans to
build a premixun fourth party logistics platform. It will establish an one-stop service
system and develop a ‘information command system’ which is a blank in China by
setting up an effective and comprehensive public logistics service platform.
Then, this article analyzes the market demand and expected effect of developing
Transfer Road Port logistics mode from different angles. According to Tianjin Porfs
particular circumstances, the operability of introducing Transfer Road logistics mode
will be analyzed by SWOT method and this article will study establishing a 4PL
platform of waterway-and-road coordinated transportation which will integrate logistics,
information, transact and finance through introducing Road Port logistics mode, so as to
realize the combination of waterway and road logistics. The platform will realize Online
to Offline business model by developing online information trading system and
constructing real Road Port platform. So then the turnover efficiency of cargoes and
trucks will be enhanced, the no-load rate will be decreased, return with heavy load will

be realized and the comprehensive logistics cost will be reduced. Furthermore, the
traffic pressure will be relieved. The collecting and distributing system of Tianjin Port
will be promoted to develop more networked, informationized and intelligent.
Consequentially, the increasingly serious traffic conflict between city and port will be
resolved, and the logistics environment and comprehensive service competitive ability
will be promoted. Finally, according to the development of Tianjin Port, this article
design the implementation scheme and development process to plan as a whole and
achieve a quantitative analysis of business and benefits based on the marketing survey.

1.1研究背景和意义
1.1.1研究背景
2001年11月10日,中国加入世贸组织。随后,在全球经济一体化和国内经济稳健
发展的大环境下,我国货物进出口量逐年递增,成为了全球国际贸易增长的新生力量

作为实现国际贸易的重要物流节点,港口企业实现了跨越式的发展。在2015年全球十
大港口排名中,除第三名、第九名和第十名外,其余名次均被中国港口包揽。作为公路
运输和水路运输交汇的枢纽,大量货物在港区进行换装集散,港口的发展在给城市带来
繁荣的同时,由于我们的物流体系建设不够完善,导致运输效率低下,资源浪费现象显
著,也给自身和城市带来巨大的交通和环境压力,港城矛盾日益激化。大型港口加快发
展现代物流业己迫在眉睫

天津港处于京津城市带和环渤海经济圈的交汇点上,是“一带一路”重要战略支
点、京津冀协同发展建设北方国际航运核心区的基础支撑、中国(天津)自由贸易试验
区的重要组成部分,天津滨海新区对外开放的门户,连接东北亚与中西亚的纽带。天津
港是中国北方最大的综合性港口,拥有各类泊位总数173个,其中万吨级以上泊位119
个。2016年,天津港货物吞吐量突破5.6亿吨,世界排名第四位;集装箱吞吐量超过
1450万标准箱,世界排名第十位。天津港对内辐射力强,腹地面积近500万平方公里,
占全国总面积的52%。全港70%左右的货物吞吐量和50%以上的口岸进出口货值来自天
津以外的各省、市、自治区

传化公路港模式定位于“公路物流平台整合运营商”,打造高端第四方物流平台,
通过搭建高效的物流公共服务综合平台,打造一站式服务体系,填补了中国公路运输缺
乏“信息指挥系统”的空白。2012年,时任中共中央政治局常委、国务院总理温家宝同
志专程赴成都传化公路港视察,高度肯定传化公路港经验,提出“传化公路港的经验具
有创新性、应用性、开放性和服务性,应当总结和推广”。2013年,国家发改委、工信
部、国土部、住建部和交通运输部等五部委联合发文推广传化公路港物流经验

本文将对天津港及周边物流现状进行调研分析,通过引入公路港物流模式创新一种
