摘要
随着国家连续多年的高校扩招政策，我国高等教育已经逐步从精英教育转向
社会大众教育，在使得更多人平等接受高等教育机会的同时，也加剧了社会就业
矛盾。国务院总理李克强在就业工作座谈会时公布，2016 年高校毕业生人数达
到 765 万人，创历史新高。再加上职业院校类毕业生，单就这两项新增就业人数
就高达 1200 多万。大学生群体就业问题已经成为我国经济社会发展过程中日益
突出的社会问题。在“大众创业、万众创新”的政策导向下，政府、高校采取一
系列积极措施，鼓励高校毕业生自主创业。由此社会上开始出现一股大学生返乡
创业的潮流。在大学生返乡创业过程中融资是最大的困难之一。因此出台和调整
大学生创业融资政策，帮助大学生创业者解决融资难题，提高创业成功率是政府
和相关部门的一项重要工作

本文首先对国内外关于大学生创业相关问题的研究进行了解，结合大学生创
业融资相关理论分析，对大学生返乡创业融资情况进行了一系列的社会调查。此
次调查主要通过对当地 5 所高校临近毕业的在校大学生进行了 250 份的问卷调
查；对已经大学毕业并三年内从事创业活动的大学毕业生进行实地访谈；对政府
相关部门及银行进行走访式调查。在大量实证调研的基础上，了解当前大学生在
创业初期所选择的融资方式和融资渠道，以及在融资过程当中遇到的问题，分析
其困难产生的原因。通过政府机构、金融机构、高等院校以及大学生群体自身 4
个角度提出相应的建议措施：政府完善创业服务机制，给予创业补贴优惠。设立
创业投资基金，搭建融资服务平台，加快融资制度改革步伐。金融机构引导资金
向创业型企业做适当倾斜，以市场为先导，在大学生返乡创业融资过程中重点发
挥其主导作用。高校增强创业方面的引导和教育；大学生提高自身创业融资能力，
理性选择创业项目，努力寻求项目创新。为了更好地深入研究该问题，笔者以此
展开本文

ABSTRACT
With the country&39;s enrollment expansion policy for many years, China&39;s higher
education has gradually shifted from elite education to social public education, which
makes more people equal access to higher education opportunities, but also
exacerbates the social employment contradiction. Li Keqiang, premier of the State
Council, announced at the Forum on employment. In 2016, the number of college
graduates reached 7 million 650 thousand, a record high. In addition, vocational
college graduates, these two new employment alone as high as about 12000000. The
employment problem of college students has become an increasingly prominent social
problem in the process of economic and social development in China. Under the
policy guidance of public entrepreneurship and innovation, the government and
colleges and universities take a series of positive measures to encourage college
graduates to start their own businesses. Thus, there is a trend of college students
returning home to start their own business. Financing is one of the biggest difficulties
in the process of college students returning home. Therefore, it is an important task
for the government and relevant departments to introduce and adjust the financing
policy for college students, help them to solve the financing problems, and improve
the success rate of entrepreneurship.
In this paper, first of all, the domestic and foreign research on the related issues
of College Students&39; entrepreneurship, combined with the theory analysis of College
Students&39; venture capital financing, conducted a series of social investigation on the
financing situation of College Students&39; returning home. This survey mainly by
college students of 5 universities on the local Graduation Questionnaire 250 copies;
interview to have graduated from university and three years engaged in business
activities of college graduates; the relevant government departments and banks visited
the survey. On the basis of a large number of empirical research, we know the
financing methods and financing channels of the current college students in the initial
stage of entrepreneurship, as well as the problems encountered in the financing
process, and analyze the causes of their difficulties. Through the government agencies,
financial institutions, institutions of higher learning, as well as college students
themselves 4 angles put forward corresponding suggestions and measures: the
government to improve the entrepreneurial service mechanism, to give preferential

platform, accelerate the pace of reform of the financing system. The financial
institutions should guide the funds to the entrepreneurial enterprises to make proper
tilt, and take the market as the guide, and play a leading role in the process of College
Students&39; returning home venture financing. Colleges and universities to strengthen
the guidance and education of entrepreneurship; college students to improve their
ability to start financing, rational choice of entrepreneurial projects, and strive to seek
project innovation. In order to further study the problem, the author launches this
paper.
