摘要
SLTCO.LTD 是专业从事招标代理及造价咨询业务的机构,可为客户提供招标
代理、技术咨询、工程造价、合同谈判等全方位的支持和服务。随着《招标投标法》
实施以来,如何使 SLTCO.LTD 由简单的、低层次的代理服务向高质量的、高层
次的专业程序服务转变,是 SLTCO.LTD 迫切需要解决的问题,尤其需要对
SLTCO.LTD 招标管理流程中存在的问题进行优化设计。

本文在综述招标管理理论研究现状的基础上,首先借助于设计的 SLTCO.LTD
招标管理现状调查问卷,通过对 SLTCO.LTD 招标代理从业人员进行调查,并对
SLTCO.LTD 招标管理现状调查结果进行统计分析,明确了 SLTCO.LTD 招标管理
过程存在的主要问题包括招标文件编制流程不规范、招标文件内容不完整、资格审查内
容不完整、资格审查流程不规范、评标体系构建不科学、中标候选人排序不合理等方面;
其次,针对招标文件编制流程不规范的问题,对招标文件编制流程和招标文件构成进行改
进设计;接着,针对资格审查、技术标评标体系构建不科学的问题,完善资格审查内容,
规范资格审查流程,并运用层次分析法、模糊综合评价法等,构建了技术标评标指
标体系和技术标评标模型;然后,针对中标候选人排序不合理的问题,构建了基于价
值工程原理的中标候选人排序模型;最后,为了更好地提高服务质量和招标采购效率,
从努力提高招标人员能力、做好评标专家库建设和专家抽取工作、完善招标信息管理、搞
好招标过程监督控制等方面提出具体实施建议。

Abstract
SLTCO. LTD is a professional engaged in the bidding agent and the construction cost
consulting agencies, to provide customers with bidding agent, technical consulting, engineering
cost, contract negotiation, etc. A full range of support and services. With the “bidding law ,
how to make SLTCO. LTD represented by simple, low level of service to high-quality, high
level of professional application service transformation, is an urgent need to solve, especially
need to SLTCO. LTD bidding problems existing in the management process of optimization
design.
Were reviewed in this paper the bidding management, on the basis of theory research
present situation, first of all, by means of design SLTCO. LTD bidding management status
questionnaire, by SLTCO. LTD procuratorial personnel were investigated, and the SLTCO. LTD
bidding management status statistical analysis of the results of the survey made clear SLTCO.
LTD main problems of bidding management process including tender document preparation
process is not complete, the tender documents content, qualification examination content is not
complete, qualification review process is not scientific, the evaluation system to build, the
winning candidate is not reasonable, etc; Secondly, aiming at the problem of the bidding
documents preparation process is not standard, the establishment process of the tender
documents and tender documents to improve the design; Then, in view of the qualification,
technical bid evaluation system to build scientific problem, perfect the qualification
examination content, regulating the qualification review process, and using the analytic
hierarchy process, fuzzy comprehensive evaluation method, etc., to build the technology
