摘要
伴随着经济的发展，电力需求保持高速增长，但是我国的电力行业普遍存在着较
多的问题，例如整体结构失衡等等，对我国国民经济的持续健康发展产生了较大的影
响，并制约着经济快速的发展。如何充分的利用新能源，使我国的能源结构向节能、
降耗、减少污染等方面靠拢，是电力工业急需解决的问题。目前我国的能源形势依旧
十分严峻，因此我国全面开展了可再生能源的建设，以期促进我国的能源结构得到根
本的改善，在诸多新能源中风能有着较大的优势，该技术经过多年的发展以其技术成
熟、开发条件优越、商业化发展前景较好等优势，成为各国各地争相发展的领域，都
在不遗余力的促进新能源的发展。

辽宁省是风力资源大省，其风力资源开发有着得天独厚的优势，该省风力资
源较丰富、分布广泛、年平均风速大、年平均有效风速时间长，极其适合风力资源的
开发。在此基础上结合我国风电开发的基本形式，笔者对辽宁省的风力能源行业进行
了细致的分析，对如何促进辽宁省风力发电行业的又好又快发展进行了思考，通过相
关的战略分析，促进辽宁省风力发电产业的发展。

本论文遵循战略分析、制定、实施的一般过程，合理的运用一系列战略管理工具，
对辽宁省的风力发展现状进行分析。在论文写作的开始首先对辽宁省的风力发电行业
的现状进行了总结与梳理，找出其现有的建设规模和发展中存在的问题，以便研究工
作的开展。在接下来的工作中，通过前期实地考察获得的资料，对辽宁省风力发电行
业的发展进行 SWOT 分析，通过具体的分析指出了辽宁省风力发电行业发展所具有
的优势、劣势，所面临的机遇和威胁。在该分析的基础上对今后辽宁省风力发电的问
题进行了细致的探讨，提出了辽宁省的风电场的建设和风力发电设备制造业的发展目
标，并依照已经发现的问题对其产生今后的发展提出了政策性的建议。
