中国属于“未富先老”的发展中人口大国,破解养老与发展的二元困境,关系到亿

万老年人的幸福安康,也关系千万家庭和睦美满,以及整个社会和谐稳定。养老难题的

实质是养老需求和社会支持系统之间的矛盾,据统计目前每1000位老人仅拥有16. 6张

养老床位,远低于发达国家5070张的水平,远远不能满足当前社会的需求。

国家出台的《社会养老服务体系建设规划(2011-2015)》和2013年9月国务院发

布的《关于加快发展养老服务业的若干意见》中提出的将建立以居家养老为基础,社区

养老为依托,机构养老为支撑的社会养老服务体系。目标是在未来3年基本达到每千名

老人享有30张养老床位。

本研究报告将探讨研究利用农村中大量闲置的农庄和农宅进行修缮和改造,从而实

现增加养老床位,提供田园式居家养老服务模式的可行性方案,并将研究成果进行产业

化开发。极具民俗特色和远离城市喧嚣的农庄、农宅,以及空气清新的生活环境,此种

生活非常适合人们的休闲和养生,极大地迎合了中国“接地气”的传统养生观念,能帮

助许多老人实现年轻时在外拼搏,年老时返璞归真,回归田园生活的梦想。

因此,本文将从国家相关政策、行业现状、老年群体养老需求分析,来研究和讨论

该课题的可行性,尤其是在大众普遍对“以房养老”倒按揭政策抵触的背景下,尝试建

立起一种基于不变动产权的使用权交换(城市住房与农宅)方式来实现另一种全新意义

的“以房养老”。

Study on the Idyllic Home Endowment Service Mode

Abstract

China is a developing populous country which is in the condition that people is old before

rich. Brewing the dual dilemma of endowment and development, not only relates to the

happy life of hundreds of millions of old people, but also the family harmony happiness, as

well as the whole social harmony and stability. According to statistics,the current per 1000

old men only have 16.6 pension beds,this is far lower than the level in developed countries

per 1000 old men have 50 to 70 beds,it cannot meet the needs of the current society.

The social endowment service system construction plan,2011-2015 published by the

national and several opinions on speed up the development of pension services promulgated

by the state council point out on the social endowment service system which is on basis of

family endowment and community endowment as the backing,institution endowment to

support. The goal is to reach thousands of the old man enjoys every 30 pension beds in the

next 3 years.

This study will explore a feasibility project which is in home endowment service mode, by

repairing and renovating the idle rural farms and farmhouse to add endowment beds. Also the

study will make the industrialization development of the result. The life of a characteristic of

folk custom, far from the city blatant farm, farmhouse living environment and fresh air is very

suitable for leisure and healthy f or people, which is greatly cater to the Chinese traditional

health preserving life style, can make many old people's dream of outside work when

younger,to regain his childhood in old age, back to rural life come true.

Therefore,this article will analysis the demand from the relevant national policies,industry

present situation and the elderly pension to research and discuss the feasibility of the project,

especially under the background of the public's resistance to the reverse mortgage policy

Retirement with house”,trying to establish a way that based on the unchanging property

rights for exchange of urban housing and the farmhouse, so that to reach another new

meaning of Retirement with house
