摘要:烟草作为中国农业的重要组成部分,研究和发展与现代烟草农

业相适应的生产组织形式具有重要的意义。本研究主要对郴州烟区传

统烤烟种植模式的局限性进行了分析,并以此为对照,对现代烤烟种

植模式的内涵进行了论述,对烤烟专业合作社这一新的生产组织形式

的优越性及具体的保障实施进行了系统的研究,主要研究结果如下:

1.传统烤烟种植模式主要以散户种植烤烟经营为主,种烟户数

多、种植区域分散、户均种植面积较小、种植集中度不高,缺乏有效

的组织,管理较为粗放,生产水平较低,烟叶质量差异性和波动性较

大,严重制约着现代烟草农业的可持续发展。

2.以烤烟专业合作社为基础的现代种烟模式的内容更加丰富,

优势较为明显,可行性较强。其户均种植面积、烟叶种植集中度相对

较高;烟叶生产过程中总的用工量、耗电量、耗煤量较少;经济效益

较高;烤后烟叶质量较好。新的烤烟种植模式促进了现代烟草农业可

持续发展,保证了原料上水平。

3.郴州烟区烤烟专业合作社的组建主旨更加明确,其财产关系、

分配关系、定价关系等的运行机制更加健全,组织结构和生产服务流

程更加完善和流畅有利于促进现代烟草农业的发展。

4.烤烟专业合作社目前处于建设起步阶段,整体发展还比较弱,

其战略的实施仍旧需要以现代化设施装备、专业的技术、高层次人才

等因素为基础,依靠烟草行业、政府部门制定优惠的政策给予扶持,

同时需要以烤烟为主体,提高烘烤工厂烤房和育苗工场综合利用率,

实行多元化经营,以此实现烤烟专业化合作社的蓬勃发展。

Study On The Construction Mode Of Flue-cured And

Implementation Of Security Tobacco Cooperatives In

ChenzhouTobacco Area

Abstract: Tobacco is an important component of Chinese agriculture. So

researching and developing Production organization form to adapt to

modern tobacco is of great significance. The study mainly analyses the

limitations of the traditional mode of flue-cured tobacco planting in

Chenzhou tobacco area. And as a contrast, it discusses on the connotation

of modern flue-cured tobacco planting pattern, systematically researching

the superiority and specific Implementation Of Security tobacco

cooperatives -- the new producing constituent form. The main results are

as follows:

1. The traditional mode of flue-cured tobacco planting mode is

mainly growing flue-cured tobacco retail-oriented business; a lot of

households growing tobacco, growing areas dispersed, less household

farming, growing concentration not high, lacking of an effective

organization, managementing more extensive, lower production levels,

quality differences and choppy, hampering the modern tobacco

agriculture in sustainable development seriously.

2. The contents of the modern tobacco farming pattern which is

based on the flue-cured tobacco cooperatives are more rich, its

advantages obvious , its feasibility strong. Its acreage per household

and concentration of tobacco cultivation are relatively higher. In the

process of tobacco leaf production, the total amount of employment,

power consumption, coal consumption is less; Economic efficiency is

higher; the quality of roasted tobacco leaf is better. The new tobacco

cropping patterns promotes the sustainable development of modern

tobacco agriculture, and ensures the level of raw materials.

3. The keynote of Chenzhou area flue-cured tobacco smoke
