摘要
当前，烟草行业面临社会卷烟消费需求下降、国内控烟禁烟力度升级、卷
烟库存压力不断加大的发展环境，如何完成要求的销售和税利目标，是摆在各
地烟草公司面前的头等难题。在当前烟草行业体制受法律保护和制约的前提下，
向自身要效益已经成为各地烟草企业提升管理水平的主要途径。烟草销售公司
通过实施精益管理思想，逐步改善原有的过于僵化和粗放的管理体制，不断优
化提升现有工作流程以降低企业自身的管理运营成本。通过与工业企业加强协
同，实现整个卷烟生产、流通和销售价值链的增值，从而推动企业经济效益和
管理水平的提升
精益管理的思想和理念在行业和企业内的传播、应用时间较短，如何将精
益管理的思想在行业特别是各企业内得到实际落实，成为发展的助推剂，是业
内关心和讨论的热点
本文通过对国内外精益管理动态研究的基础上，围绕卷烟商业企业“降本
增效、开源节流”的要求。在对精益管理相关理论、以及国内外研究文献进行
学习和总结的基础上。以S烟草公司为研究对象，分析了其当前在企业管理上
存在的问题和不足。导入精益管理思想，优化企业管理体系，制定精益管理的
总体实施方案，提出了精益管理总体实施方案的保障措施，对S烟草公司管理
效率提高和经济效益提升，具有非常重要的实际应用价值

At present, the tobacco industry is facing the decline of consumer demand, the
increase in domestic of cigarette smoking efforts, the increasing pressure on the
development of cigarette stocks, how to complete the required sales and tax targets, is
placed in front of tobacco companies. In the current tobacco industry system under
the premise of legal protection and control, increasing their own benefits have
become the main way of local tobacco enterprises to enhance the management level.
