水是生命之源、生产之要、生态之基。水是新疆可持续发展的命脉,水利兴则新疆兴,水利设

施是经济社会发展的重要基础设施,是新疆实现跨越式发展和长治久安的制约性工程、基础性工程、

先导性工程、核心性工程[1】[2]。几年来,随着国家对水利工程在政策、资金等方面的投入不断加大,

新疆和新疆生产建设兵团(以下简称兵团)的水利工程建设与管理也得到了长足发展,但也存在一

些水利工程前期工作进度和质量仍然不能满足水利跨越式发展的要求,一些水利工程建设管理力量

不足、建设管理不规范、监管不到位等现象仍然普遍存在,水利行业自身能力建设需要进一步加强

等一些突出的问题[2]。因而不断完善水利工程建设管理体制,切实提高水利工程建设管理水平,更

好地提高水利工程的综合效益,任务重要而迫切。

本文介绍了国外水利工程建设管理情况,阐述了我国水利工程建设管理体制历史、发展和现状,

例举了国内和新疆范围内比较典型水利枢纽工程建设管理体制,对兵团最大的在建水利工程----肯斯

瓦特水利枢纽工程建设管理体制进行了分析探索,指出:项目法人制是水利工程建设管理体制“四制”

的核心,项目法人制度的核心是做好法人治理。
