公路交通基础设施建设是拉动地区经济发展、促进经济结构调整和保障公

路运输需求的重要途径,对于保持经济快速健康增长、改善地方投资环境和加

快农牧民脱贫致富步伐具有非常重要的作用。近十多年来,鄂尔多斯市紧紧围

绕“十一五”和“十二五”公路交通建设规划总体目标,按照内蒙古自治区“三

横九纵十二出口的公路交通发展思路,进一步加快交通基础设施建设,公路

交通状况特别是高等级公路建设发生了翻天覆地的变化,建设速度、通车里程、

等级提升和投资额度成为我市公路交通运输发展史上发展最快、最显著的时期,

经过十多年的大规模投资建设,高等级公路为我市经济社会持续快速发展奠定

了坚实的交通运输保障基础。但是,鄂尔多斯市高等级公路建设起步较晚,目

前的发展状况与当地经济社会发展需求仍然差距较大,阻碍着经济结构转型升

级和持续发展。随着国际国内经济下行压力的影响,鄂尔多斯也面临经济增长

放缓、财政收入增长乏力和筹融资环境恶化等问题,而且高等级公路建设项目

投资巨大,公路投资回收周期慢且风险较大,在这种相互矛盾的环境下,鄂尔

多斯市公路交通建设特别是高等级公路建设面临前所未有的困难和问题。现阶

段,政府出资能力严重不足,加快发展高等级公路建设却面临较为艰难复杂的

筹融资环境,筹集公路建设资金和保障投资者收益是鄂尔多斯市高等级公路建

设蓝图顺利实施的基础,也是高等级公路投资建设发展战略中的重点和难点,

因此从科学、持续、前瞻的角度研究高等级公路建设和融资战略,对提升鄂尔

多斯市交通基础建设整体水平、推进区域区经济协同发展具有重要意义。

基于上述背景,通过总结鄂尔多斯市公路交通建设的经验、归纳存在的困

难和问题,并进行深入调查研究,客观分析高等级公路建设面临的形势,按照

公路交通建设规划目标要求,研究探索符合鄂尔多斯市公路交通建设特别是高

等级公路建设发展战略和筹融资模式,并提出相应的对策、建议和措施。

通过研宄,对鄂尔多斯高等级公路建设的下一步发展提供了诸多措施和建

议,比如加强科学规划和项目管理、拓宽筹融资渠道等。

Abstract

Road transport infrastructure is to promote economic development in the region

and promote economic restructuring and an important way to protect road transport

demand. For maintaining rapid and healthy economic growth, improving local

investment environment and accelerating the pace of the poverty and herdsmen has a

very important role. Over the past decade, Ordos City, closely around the Eleventh

Five-Year and five Highway construction plan overall objective,according to

Inner Mongolia Autonomous Region,three vertical and horizontal nine twelve

export of road transport development ideas, Further accelerate the transportation

infrastructure,Highway traffic situation especially highway construction has

undergone a tremendous change. Construction speed,mileage,level increases and the

amount of investment has become the fastest growing city roads, the most significant

period in the history of the transportation development. After ten years of large-scale

investment and construction,highway for sustained and rapid economic and social

development of the city has laid a solid foundation of transportation security.

However, Ordos City highway construction started late. Current state of development

and social development needs of the local economy is still a big gap, hindering

economic transformation and upgrading structures and sustainable development. With

the international and domestic economic impact of downward pressure,Erdos is also

facing slowing economic growth, worsening weak fiscal revenue growth and

financing environment and other issues,And a huge investment in highway

construction projects, Highway investment recovery period is slow and greater risk,

In this complex environment,Ordos City Highway construction, especially highway

construction is facing unprecedented difficulties and problems.

Based on the background above,this thesis generalizes the experience of Ordos

City highway traffic construction,summarizes the difficulties and problems, does

in-depth research, objectively analyses the situation that the highway construction is
