本文以贵州省某高速公路 BOT+EPC 项目为研究对象,通过梳理国内外关
于 BOT+EPC 高速公路建设风险管理相关理论,并通过专家访谈和问卷调查,
通过因子分析对贵州省某高速公路 BOT+EPC 项目风险因素进行深入分析,识
别了贵州省某高速公路 BOT+EPC 项目的 4 类主要风险因素。此外,针对识别
出的贵州省某高速公路 BOT+EPC 风险因素构建了合理风险指标评价体系,运
用层次分析法对贵州省某高速公路 BOT+EPC 风险进行综合评价,对风险的重
要程度进行了排序。最后,针对风险的重要程度,对贵州省某高速公路
BOT+EPC 的主要风险进行重点控制,更好的把控风险,并提出相应的控制措
施,在事前对贵州省某高速公路 BOT+EPC 项目进行控制和管理

ABSTRACT
With the country&39;s efforts to increase the highway, the project construction
funding gap gradually increased, and the national finance is difficult to support such
a large infrastructure project investment. In order to better expand the financing
channels, social capital for highway construction, the state to introduce the BOT, to
a certain extent, to solve the problem of highway funding gap. However, with the
rapid development of the highway market, the construction of the main
diversification, diversification of the construction model background, the highway
project investors may not have project construction experience and management
experience. So BOT + EPC is proposed, but BOT + EPC is a new model of highway
construction, the actual operation is not yet mature, many problems, especially BOT
+ EPC mode, the risk and control has not yet been resolved, so that the project The
implementation process encountered many difficulties. Therefore, to strengthen the
BOT + EPC highway risk research, can better promote the construction of highway
in China This article has carried out research on this issue.
The article based on the BOT + EPC project of Guizhou Expressway, this paper
chooses the theory of risk management of BOT + EPC expressway at home and
abroad, and through expert interview and questionnaire survey, this paper analyzes
the risk management of BOT + EPC highway, Highway BOT + EPC risk factors
in-depth analysis, identified based on Guizhou Expressway BOT + EPC four types
of risk factors. In addition, a reasonable risk index evaluation system based on the
identified BOT + EPC risk factors of the Guizhou Expressway is established. Based
on the comprehensive evaluation of the BOT + EPC risk of the Guizhou Expressway,
the analytic hierarchy process (AHP) To the Yuping Expressway BOT + EPC
